Position Overview
Parsons is hiring a Quantity Surveyor - Airport Cost Management in Riyadh, Saudi Arabia for a major development within the Airlines/Aviation industry. The surveyor will support quantity measurement, cost analysis, payment evaluation, variation assessment, commercial reporting, and contract administration throughout the project lifecycle.
The position covers passenger terminals, runways, taxiways, aircraft aprons, cargo facilities, operational buildings, roads, utilities, and MEP systems. The successful candidate will provide the delivery-partner team with reliable quantity and cost information for commercial decisions and project controls.

Key Responsibilities
The surveyor will perform quantity and commercial-control activities across airport assets and infrastructure packages.
* Measure civil, structural, architectural, MEP, and infrastructure works.
* Review drawings, specifications, Bills of Quantities, and contract documents.
* Prepare detailed quantity takeoffs and measurement sheets.
* Assess cost implications arising from project activities and design development.
* Support cost planning, budget monitoring, and financial forecasting.
* Maintain consistent quantity data throughout project phases.
* Conduct site visits to verify completed work and reported progress.
* Compare contractor quantities with approved drawings and inspection records.
* Validate measurements against variations and contract requirements.
* Review interim payment applications and supporting evidence.
* Prepare recommendations supporting payment certification.
* Maintain records of measured work, previous payments, and valuation status.
* Support commercial administration in accordance with contract provisions.
* Review variations, change requests, claims, and compensation events.
* Assist with quantity assessment for extension-of-time submissions.
* Evaluate contractor entitlements and potential commercial impacts.
* Assess changes arising from revised designs, additional work, client instructions, and site conditions.
* Prepare cost calculations and impact assessments for proposed variations.

Ideal Profile
The preferred candidate is an analytical quantity-surveying professional with practical experience supporting major infrastructure or aviation projects.
* Bachelor\'s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
* Minimum eight years of experience in quantity surveying, cost management, or commercial management.
* Proven involvement in airport, infrastructure, transportation, or large construction programs.
* Strong experience in quantity measurement and cost estimation.
* Practical knowledge of variation and payment evaluation.
* Experience supporting contract administration and commercial reporting.
* Background within delivery-partner, project-management consultancy, EPC, contractor, or client-side organizations.
* Strong knowledge of measurement standards and construction-cost principles.
* Ability to prepare Bills of Quantities and detailed takeoffs.
* Experience with cost forecasting, final accounts, and commercial closeout.
