**Job Purpose:**
Lead and manage on-site supervision of all electrical and instrument projects at QAFCO\'s state-of-the-art Mesaieed facility. This critical role ensures the seamless execution of both online and shutdown projects, adhering to the highest safety, quality, and efficiency standards. You\'ll contribute directly to the reliable operation of one of Qatar\'s leading industrial facilities.
**Key Responsibilities:**
* Oversee the progress of all field/construction activities for electrical and instrument systems, ensuring projects are completed on time and within budget.
* Collaborate closely with contractors and subcontractors, enforcing stringent quality, environmental, health, and safety (EHS) standards throughout all construction phases.
* Actively participate in safety walks and quality surveillance, preparing comprehensive reports and driving timely corrective actions.
* Develop and manage project schedules, track progress, and prepare comprehensive reports, including KPIs, for senior management.
* Manage and oversee pre-commissioning and commissioning activities with contractors, ensuring adherence to safety regulations and best practices. This includes participation in pre-startup safety reviews (PSSR).
* Identify and resolve contractual non-conformities, providing timely solutions and mitigation strategies.
* Guarantee full compliance with QAFCO\'s robust HSE regulations and all relevant Qatari authorities\' standards.
* **Specific Project Experience:** Contribute your expertise to projects ranging from minor system upgrades to major multi-disciplinary initiatives impacting QAFCO\'s production.
**Required Skills and Experience:**
* Bachelor\'s Degree in Electrical, Instrument, Electronic, or Control Engineering from a reputable university.
* **Minimum 10 years of proven experience in the Fertilizer, Oil & Gas, or Petrochemical industries within Qatar (or a comparable international context).** *Highlight experience in Qatari projects if possible.*
* Extensive experience managing field instrumentation, process control, safety shutdown systems, rotating machinery instrumentation & controls, process gas analyzers, switchboards, transformers, circuit breakers, UPS systems, PLCs, distribution boards, control panels, relays, and the electrical systems of elevators/lifts, EOT cranes, and motors.
* Hands-on experience with fire and gas alarm & siren systems, public address systems, IP-based audio/video systems, data systems, telephone systems, CCTV systems, electrical/instrument system connectivity, lighting & power distribution, HVAC systems and their interfaces, and bid/contract evaluation.
* **Proven experience in Qatar\'s regulatory environment related to project execution within the Oil & Gas or Petrochemical sector.**
* Expertise in network architecture, communication protocols (TCP/IP, Modbus, Ethernet, fiber optics), hazardous area standards (NEC/IEC/ATEX), work permit systems, enclosure protection standards (NEMA/IEC), and relevant international standards (IEC/ANSI/ISA/EEMUA).
* Demonstrated proficiency in preparing technical reports, interpreting technical documentation, and using MS Office, MS Project, or Primavera P6.
* **Exceptional understanding of Qatari safety regulations and procedures within live plant environments.**

* Experience with pre-construction reviews, technical document/drawing reviews, job safety analysis, method statements, scheduling, QA/QC reviews, safety, health and environmental compliance, toolbox meetings, installation, pre-commissioning, commissioning, testing, power livening, inter-discipline communication, lockout/tagout procedures, red mark-ups, and progress reporting.
