Quantity Surveyor - Infrastructure

Infrastructure will play a key role in managing cost, contract, tender, and commercial activities across major infrastructure and utility projects in Dubai. The position supports both pre-contract and post-contract stages, ensuring that budgets, BoQs, valuations, claims, variations, and final accounts are handled with accuracy and strong commercial discipline. The role contributes directly to project financial control, risk reduction, transparent reporting, and successful contract closure on large-scale infrastructure developments.

Key Responsibilities

* Prepare cost plans, budgets, feasibility studies, estimates, and commercial reports for infrastructure and utility projects.
* Perform detailed quantity take-offs and develop CESMM-based bills of quantities for civil, drainage, stormwater, irrigation, sewage, and utility works.
* Support tender preparation by developing pricing schedules, tender documentation, commercial clarifications, and bid evaluation inputs.
* Review contractor submissions, analyze pricing, assess risks, and provide clear commercial recommendations to project leadership.
* Apply value engineering principles to improve cost efficiency without compromising quality, compliance, or project performance.
* Administer contracts with strong preference for FIDIC-based conditions and similar infrastructure contract frameworks.
* Monitor project costs, cash flow, forecasts, commitments, and commercial exposure throughout the project lifecycle.
* Evaluate variations, claims, interim payments, remeasurement items, and post-contract rates with a structured and evidence-based approach.
* Lead or support commercial negotiations with contractors, consultants, stakeholders, and project teams.
* Review survey data, quantities, measurements, drawings, maps, reports, distances, levels, and site information for accuracy and completeness.
* Coordinate with engineering, design, construction, project management, and commercial teams to resolve cost and contract issues.
* Research contract records, project documentation, legal information, and technical data to support boundary, measurement, and commercial verification.
* Prepare and verify commercial reports, quantity records, measurement sheets, valuation documents, maps, drawings, and supporting schedules.
* Manage contract close-out activities, including final accounts, TOC processes, DLP tracking, Defects Liability Certificates, and financial closure.
* Handle disputes, claims, contractual correspondence, and commercial documentation with accuracy, professionalism, and strong attention to detail.
* Maintain organized records for audits, payment certification, claims defense, cost reporting, and project governance requirements.

Ideal Profile

* Minimum 10 years of Quantity Surveying experience, preferably across large-scale infrastructure and utility projects.
* Strong background in transportation, drainage, stormwater, sewage, irrigation, STP, utility connections, and urban infrastructure works.
* Bachelor’s degree in Quantity Surveying is preferred.
* Tertiary qualification in Construction, Civil Engineering, or a related discipline will also be considered.
* MRICS membership is preferred, while equivalent professional certification will be an advantage.
* Proven experience across cost planning, quantity take-offs, CESMM-based BoQs, estimation, tendering, claims evaluation, and contract administration.
* Practical understanding of FIDIC contracts, remeasurement contracts, post-contract commercial control, and infrastructure project delivery.
* Ability to manage multiple projects, competing deadlines, and detailed cost information without losing accuracy.
* Strong commercial judgment with the confidence to review claims, negotiate variations, and challenge unsupported cost submissions.
* Excellent coordination skills with the ability to work closely with engineers, project managers, contractors, clients, and internal commercial teams.
* High level of accuracy, strong documentation discipline, and professional communication skills.
