Parsons is seeking an Assistant Resident Engineer to support civil infrastructure construction in Abu Dhabi, UAE. Reporting to the Resident Engineer, the role will supervise day-to-day delivery of roads, utilities, and associated infrastructure works, coordinating contractors, inspectors, surveyors, design teams, service authorities, and other stakeholders. The position requires strong construction supervision experience across multi-utility projects, with responsibility for technical compliance, quality, safety, progress monitoring, site records, and infrastructure handover.

What You\'ll Be Doing
- Report to the Resident Engineer and assist with
supervision of roads, infrastructure, utilities, and associated construction works.
- Act on behalf of the Resident Engineer when required.
- Coordinate daily activities with engineers, inspectors, surveyors, and other members of the supervision team.
- Monitor Contractor activities to verify compliance with approved project requirements.
- Coordinate with Contractor engineers regarding construction schedules, sequencing, and resource deployment.
- Support progress measurement and preparation of project reporting.
- Monitor site execution to maintain required standards of safety, quality, and technical compliance.
Technical Review and Coordination
Review technical submissions associated with infrastructure and utility construction, identifying issues requiring clarification or corrective action before and during execution.
- Review shop drawings related to civil and utility works.
- Assess Contractor method statements.
- Review design proposals and technical correspondence.
- Prepare draft responses for Resident Engineer review.
- Coordinate with design engineers to resolve technical issues and site queries.
- Review material submittals for compliance with project requirements.
- Assess technical and laboratory reports.
- Verify construction activities against applicable specifications and quality requirements.
Infrastructure and Utility Supervision
The Assistant Resident Engineer will supervise multidisciplinary infrastructure works involving roads and both wet and dry utility interfaces. The assignment requires practical construction knowledge across stormwater, potable water, telecommunications, and associated infrastructure systems.
Effective interface management will be important where different utilities, roadworks, construction packages, and service authority requirements interact within the same work areas.
Site Team Management
- Direct and monitor inspectors and surveyors as applicable.
- Coordinate supervision resources according to active construction activities.
- Review site observations and inspection findings.
- Maintain daily site diaries and supervision records.
- Ensure project records are complete and properly maintained.
- Follow up technical and construction issues requiring Contractor action.
- Support effective communication between field supervision and engineering teams.
Stakeholder and Authority Coordination
Chair and support coordination meetings involving service authorities, Contractors, and other project stakeholders. The role will help resolve infrastructure interfaces and maintain communication between parties whose approvals or activities affect construction progress.
Where required, the Assistant Resident Engineer will support preparation and issuance of site instructions through the appropriate project procedures.
Quality and HSE
- Support implementation of project HSE requirements.
- Monitor construction activities against established safety objectives.
- Promote safe execution across roads and utility work areas.
- Verify compliance with applicable QA requirements and specifications.
- Apply sound quality control practices when reviewing construction works.
- Support identification and resolution of quality deficiencies.
