Role Context
The ATC Signalling Expert - Rail Systems will support Parsons in delivering safe, reliable, and efficient train control and signalling systems for a large-scale express railway program. The position focuses on ATC and CBTC design coordination, contractor installation oversight, interface management, testing and commissioning, systems engineering, and compliance with international railway safety standards. The expert will work closely with project teams, contractors, operators, authorities, and multidisciplinary specialists to ensure signalling systems are fully integrated with rolling stock, telecom, power, OCC, stations, and operational environments.
Key Responsibilities
* Lead and support the design, development, and coordination of ATC and signalling systems for a major express railway project.
* Manage technical input related to CBTC, ETCS where applicable, interlocking, train protection, control systems, track circuits, radio systems, and cab signalling.
* Oversee installation and testing of ATC and CBTC systems to ensure compliance with project specifications, international standards, and programme requirements.
* Coordinate with contractors, project teams, delivery partners, and stakeholders to ensure timely and accurate installation of signalling equipment.
* Review technical specifications, design drawings, system documentation, interface requirements, and contractor submissions.
* Supervise testing and commissioning activities to verify signalling system functionality, safety, reliability, and operational performance.
* Identify, document, troubleshoot, and resolve technical issues during installation, testing, commissioning, and system integration phases.
* Maintain accurate records of contractor activities, installation progress, test results, system performance, and issue resolution.
* Ensure integration of signalling systems with rolling stock, telecom, power supply, platform systems, OCC, depot systems, stations, and airport interfaces where applicable.
* Support systems engineering activities including requirements definition, allocation, traceability, verification, validation, and compliance tracking.
* Contribute to RAMS, system assurance, safety case development, and railway safety documentation.
* Ensure compliance with EN 50126, EN 50128, EN 50129, project safety standards, and relevant international railway requirements.
* Participate in design reviews, HAZID, HAZOP, risk assessments, value engineering exercises, and technical coordination workshops.
* Support the preparation and review of technical specifications, employer requirements, tender documentation, and project delivery documents.
* Coordinate with operators, authorities, stakeholders, and multidisciplinary engineering teams to secure system compatibility and approvals.
* Provide technical guidance to junior engineers and support cross-discipline coordination throughout the project lifecycle.
Ideal Profile
* Bachelor’s degree in Electrical Engineering, Electronics Engineering, Railway Engineering, or a related field from a recognized university.
* Associate degree or technical diploma may be considered for candidates with extensive relevant experience.
* Minimum 15 years of experience in ATC, CBTC, or signalling systems within the rail industry.
* Minimum 10 years of experience in rail projects or rail operations, with GCC or international project experience preferred.
* Proven experience with CBTC, ETCS, or equivalent high-capacity signalling systems.
* Strong hands-on experience in installation, testing, commissioning, troubleshooting, and integration of signalling systems.
* Experience overseeing contractor works related to electronic systems, signalling equipment, installation progress, and test activities.
* Good understanding of interlocking systems, track circuits, radio systems, train protection, and cab signalling.
* Strong background in systems integration and multidisciplinary interface management.
* Experience in systems engineering, requirements management, verification and validation, RAMS, and system assurance.
* Ability to work on large-scale rail infrastructure programmes with complex stakeholder and operational interfaces.
* Exposure to airport integration, terminal environments, or high-demand transport hubs will be an advantage.
* Professional certification or membership with a relevant engineering institute will be an advantage.
