Role Context
The Civil Engineer will support the Resident Engineer in managing day-to-day construction supervision activities for major roads, infrastructure, and community development works in Dubai.
The role combines technical supervision with contract administration, progress monitoring, quality control, safety oversight, and management of site inspection staff. The engineer will also deputize for the Resident Engineer when required, providing continuity of site leadership and maintaining clear communication with contractors, consultants, and project stakeholders.
Strong knowledge of Dubai infrastructure construction practices and contractual relationships will be essential for controlling site activities, resolving issues, and maintaining progress against approved programs.
Key Responsibilities
* Assist the Resident Engineer with daily administration and supervision of assigned construction works.
* Deputize for the Resident Engineer when required and provide continuity of site management.
* Maintain a thorough understanding of contract documents, technical specifications, drawings, and applicable project requirements.
* Supervise contractor activities to ensure construction and operations and maintenance requirements comply with contract documents.
* Participate in contract administration and support interpretation of contractual requirements.
* Review contractor technical submissions and provide appropriate engineering comments.
* Provide on-site technical direction to contractors and construction teams.
* Prepare or issue site instructions within delegated authority and project procedures.
* Supervise inspectors and other site supervision personnel assigned to the relevant work areas.
* Monitor contractor workmanship and confirm compliance with approved construction standards.
* Verify that materials incorporated into the works meet project quality requirements.
* Check and measure completed construction activities for progress and payment purposes.
* Monitor actual progress against the approved construction program.
* Identify delays, constraints, or performance issues that may affect project milestones.
* Maintain accurate records of completed work and site progress.
* Prepare periodic construction progress reports for review by project management.
* Observe contractor safety practices and support compliance with approved site safety requirements.
* Identify unsafe activities or site conditions and ensure appropriate corrective action is initiated.
* Coordinate with contractors, inspectors, engineers, and other project personnel to resolve construction issues.
* Review construction records and verify that site changes are properly documented.
* Ensure as-built drawings are accurate, complete, and consistent with completed works.
* Support project closeout activities associated with assigned roads and infrastructure packages.

Ideal Profile
Candidates should hold a bachelor\'s degree in Civil Engineering.
A minimum of 15 years of post-graduate experience in site supervision and construction management of major infrastructure or community development projects within the UAE is required.
Candidates must have at least 10 years of professional experience in Dubai, including a minimum of five years in a comparable Civil Engineer or Assistant Resident Engineer role.
Demonstrable experience supervising major roads and general infrastructure projects is essential, preferably within Dubai.
The successful candidate should have sound knowledge of contractual relationships and understand how contract requirements affect construction supervision, technical decisions, site instructions, and contractor performance.
Strong familiarity with civil construction methods, quality requirements, project documentation, and infrastructure delivery is required.
