Role Context
The Civil Inspector - Wet Utilities supports project delivery by checking that utility systems are installed safely, accurately, and in line with approved engineering requirements. The role contributes to construction quality, site safety, service reliability, and smooth infrastructure handover by inspecting alignment, levels, gradients, materials, workmanship, pressure tests, drainage flow tests, and commissioning activities. Close coordination with contractors, subcontractors, utility providers, engineers, and project managers is essential to resolve site discrepancies and maintain progress.
Key Responsibilities
* Inspect installation activities for wet utility systems, including water supply, drainage, sewerage, and related infrastructure services.
* Check utility alignment, levels, gradients, pipe laying, bedding, trenching, excavation, backfilling, and reinstatement works.
* Verify that works are completed according to approved drawings, specifications, method statements, standards, and project requirements.
* Monitor materials delivered to site and confirm that workmanship meets required quality expectations.
* Witness and verify utility system testing, including pressure testing for pipelines and flow testing for drainage systems.
* Support commissioning checks to ensure utility systems are operational and aligned with project requirements.
* Coordinate with contractors, subcontractors, and utility service providers to address site issues and construction constraints.
* Liaise with project engineers and managers to resolve discrepancies, clarify technical concerns, and support approved design changes.
* Ensure utility works are carried out safely and in compliance with applicable regulations and site procedures.
* Monitor environmental practices related to utility works, including waste disposal, stormwater management, and site cleanliness.
* Review utility drawings, specifications, inspection requests, and related site documents before inspection activities.
* Identify non-conforming work and report quality concerns to the relevant engineer or project team member.
* Maintain accurate inspection records, site observations, testing notes, and daily reporting information.
* Support quality control activities by ensuring construction works meet approved technical and regulatory requirements.
* Communicate inspection findings clearly with site teams and follow up on corrective actions where required.
* Perform other inspection responsibilities associated with wet utilities and civil infrastructure works as assigned.
Ideal Profile
* Diploma or bachelor\'s degree in Civil Engineering.
* Minimum 5 years of relevant experience in utility systems inspection.
* Strong knowledge of wet utility systems, especially water supply, drainage, and sewerage networks.
* Familiarity with industry standards and codes such as ASTM, BS, ISO, and applicable local regulations.
* Ability to read and interpret utility drawings, specifications, inspection records, and construction documentation.
* Practical experience with trenching, excavation, pipe installation, bedding, backfilling, testing, and commissioning processes.
* Good understanding of safety regulations and best practices for utility works on construction sites.
* Excellent communication and reporting skills for coordination with contractors, subcontractors, engineers, managers, and utility providers.
* Detail-focused approach to checking levels, gradients, materials, workmanship, and testing results.
* Able to work effectively on active construction sites while maintaining quality, safety, and documentation standards.
