Role Context
The Civil Inspector - Wet Utilities will perform continuous surveillance of assigned site inspection activities to confirm that construction works are completed in accordance with approved plans, project specifications, applicable codes, quality procedures, and safety requirements. The role supports the Assistant Resident Engineer and Resident Engineer by checking wet utilities works, coordinating with contractors and surveyors, maintaining inspection records, arranging testing, reporting non-compliance, and helping reduce construction impacts on nearby public and stakeholder areas.
Key Responsibilities
* Inspect wet utilities, roadworks, infrastructure construction, and related civil works to ensure strict compliance with approved drawings, specifications, standards, and project requirements.
* Report any contractor failure to follow drawings, specifications, approved procedures, or good workmanship standards to the Assistant Resident Engineer or Resident Engineer.
* Maintain detailed daily diaries covering work activities, site issues, approvals, rejections, working hours, labour, equipment, inspections, and key observations.
* Coordinate daily with contractor site engineers to advise on proper execution of wet utilities and infrastructure works.
* Interface professionally with the public and nearby stakeholders to help reduce construction impacts and support smooth site operations.
* Coordinate with other discipline inspectors to arrange sampling, testing, and quality assurance checks for completed works or suspect materials.
* Work with Surveyors to verify line, grade, levels, and completed works against approved plans and specifications.
* Report questionable contractor methods, unsafe practices, poor workmanship, or non-compliant operations through proper project channels.
* Process Inspection Requests and maintain accurate records of inspection status, approvals, rejections, pending actions, and follow-up requirements.
* Maintain detailed records for works performed on a Day Works basis, including labour, equipment, quantities, locations, and supporting notes.
* Participate actively in health and safety matters at site as required by the Assistant Resident Engineer and project safety representatives.
* Review shop drawings, method statements, construction specifications, and project procedures to support informed inspection decisions.
* Use project-specific engineering, construction, and reporting software to access data, maintain records, generate reports, and support documentation control.
* Coordinate with contractors, inspectors, surveyors, engineers, safety teams, and project stakeholders to resolve site issues and maintain construction progress.
* Maintain a professional, fair, and firm approach when dealing with contractors and site representatives.
Ideal Profile
* Bachelor\'s degree or diploma in Civil Engineering, Construction Engineering, or a related discipline.
* Minimum 5 years of demonstrable experience in road, infrastructure, and wet utilities construction supervision or inspection.
* Strong understanding of wet utilities construction, civil works, infrastructure inspection, roadworks, drainage, water networks, sewerage, utility corridors, and related site activities.
* Ability to read and interpret shop drawings, method statements, construction specifications, inspection procedures, and project documentation.
* Thorough familiarity with construction processes related to assigned civil and wet utilities works.
* Fully computer literate with the ability to use computer technology for data access, record maintenance, reporting, and project-specific engineering or construction software.
* Good written and oral communication skills with the ability to interact effectively with contractors, engineers, inspectors, surveyors, and project teams.
* ADM or DMT project experience is preferred.
* Practical inspection mindset with strong attention to workmanship, safety, documentation, testing, and specification compliance.
* Professional site approach with the confidence to identify issues, report concerns, and follow up corrective actions.
