Role Context

The Civil Marine Inspector - Waterfront will inspect and monitor civil and marine construction activities across coastal, port, waterfront, and related infrastructure works. The role supports the ARE and RE by checking construction quality, confirming compliance with approved drawings and method statements, coordinating inspections with contractors and surveyors, maintaining detailed site records, and helping resolve quality, safety, and coordination issues before they affect project delivery or handover.

Key Responsibilities

* Inspect and monitor marine and civil construction works including quay walls, jetties, breakwaters, revetments, quay decks, pontoons, and related waterfront structures.
* Review site activities for dredging, reclamation, marine ground improvement, coastal protection, roads, utilities, drainage, and associated infrastructure works.
* Verify that construction activities are carried out in accordance with approved drawings, method statements, inspection and test plans, project specifications, and relevant standards.
* Inspect formwork, reinforcement, concrete works, blockwork, structural steel, piling, and waterfront structural elements for line, level, dimensions, workmanship, and compliance.
* Monitor temporary works such as sheet piles, cofferdams, shoring, scaffolding, access platforms, and over-water work arrangements.
* Check marine lifting operations, vessel-based activities, work near water, and site access conditions from an inspection and safety awareness perspective.
* Coordinate with Surveyors to verify setting-out, levels, alignments, and dimensional accuracy for marine and coastal structures.
* Inspect marine and civil finishes including protective coatings, marine-grade concrete, corrosion protection systems, joint details, quay fenders, bollards, ladders, and embedded items.
* Witness and support field inspections and tests related to concrete works, backfill compaction behind quay walls, pile integrity testing coordination, and other marine or civil quality checks.
* Monitor HSE conditions related to inspection activities, including work over water, temporary platforms, marine plant, and vessel-based works, then report unsafe conditions to the ARE or RE.
* Check that contractor plant, equipment, and temporary works used for marine and civil construction are suitable, approved, and properly controlled where required.
* Coordinate with the contractor\'s site team to ensure inspection requests are submitted on time and that work is not covered before inspection and approval.
* Reject or require rectification of non-conforming works and support issuance, tracking, and close-out of Non-Conformance Reports and Site Instructions.
* Maintain accurate records of daily inspections, site observations, inspection requests, non-conformances, as-built verification, and approved work status.
* Verify that approved, traceable materials are incorporated into the works and match approved material submittals, drawings, and project specifications.
* Provide input to daily, weekly, and monthly reports covering marine and civil works progress, quality issues, safety observations, and site constraints.
* Coordinate with construction, quality, and HSE teams to resolve civil and marine work issues and propose practical site solutions.
* Support inspection coordination with Surveyors, Inspectors, Assistant Resident Engineers, Material Engineers, contractors, and project supervision teams.

Ideal Profile

* Technical diploma or degree in Civil Engineering, Marine Engineering, Construction, or a related technical field.
* 3-5 years of experience on marine, coastal, port, waterfront, roads, utilities, drainage, or infrastructure projects.
* Hands-on inspection experience with marine structures such as quay walls, breakwaters, revetments, jetties, pontoons, and waterfront structures.
* Practical experience inspecting civil and infrastructure works including roads, utilities, drainage, earthworks, concrete works, piling, structural elements, and backfill activities.
* UAE experience is required.
* Familiarity with local authority requirements and regional standards related to marine, coastal, port, road, and utility works is preferred.
* Experience on ports, harbors, marinas, coastal protection, waterfront development, or marine infrastructure projects is an advantage.
* Ability to read and understand approved drawings, method statements, inspection and test plans, material submittals, specifications, and as-built records.
* Strong attention to detail with the ability to identify quality concerns, non-conforming works, unsafe conditions, and coordination issues.
* Proactive approach to resolving site problems and supporting timely corrective action.
* Good communication skills with the ability to coordinate with contractors, surveyors, inspectors, material engineers, HSE teams, and supervision staff.
* Reliable field documentation skills with the ability to prepare inspection notes, daily records, progress inputs, and quality observations.
