Key Responsibilities
* Lead design development for RTA infrastructure projects covering roads, interchanges, utilities, drainage, structures, and related civil works.
* Review and coordinate design submissions at concept, preliminary, detailed, and IFC stages.
* Ensure design packages comply with RTA manuals, Dubai Municipality requirements, DEWA standards, Etisalat and Du procedures, and applicable international codes.
* Coordinate design input across highways, traffic, utilities, drainage, structures, lighting, ITS, landscaping, and other technical disciplines.
* Review drawings, calculations, specifications, BOQs, cost estimates, and technical reports before submission.
* Manage interfaces between roadworks, existing infrastructure, utility networks, structures, and new project elements.
* Track RTA design review comments and ensure responses, updates, and closures are completed within required timelines.
* Liaise with RTA Engineering, Traffic, and Safety departments during design review, technical coordination, and approval stages.
* Support preparation and review of NOC submissions, authority permits, technical approvals, and project documentation.
* Ensure road safety audit requirements, traffic staging, and temporary traffic management designs are properly coordinated.
* Participate in coordination meetings, technical workshops, constructability reviews, and value engineering sessions.
* Identify potential design risks, clashes, approval delays, and construction constraints at an early stage.
* Recommend practical design solutions that improve constructability, reduce conflicts, and support project cost control.
* Provide tender-stage technical support, including responses to queries, clarifications, addenda, and design-related inputs.
* Assist construction teams by reviewing RFIs, design modifications, technical queries, and site-driven design changes.
* Guide junior engineers and review their outputs to ensure technical quality, schedule alignment, and authority compliance.
* Maintain proper design records, document control, QA-QC checks, design closeout files, and as-built drawing coordination.
Ideal Profile
* BEng or MEng in Civil Engineering.
* Minimum 10 years of UAE experience in civil infrastructure design, transportation projects, roads, utilities, drainage, or RTA-related works.
* Strong knowledge of local authority procedures, standards, regulations, and approval requirements in the UAE.
* Practical experience with RTA design processes, Dubai Municipality coordination, DEWA interfaces, Etisalat and Du NOCs, and related authority submissions.
* Strong capability in reviewing design drawings, technical calculations, specifications, BOQs, cost estimates, and IFC packages.
* Good understanding of multidisciplinary infrastructure coordination across highways, traffic, structures, drainage, utilities, lighting, ITS, and landscaping.
* Ability to manage design interfaces, authority comments, design risks, road safety audit inputs, and traffic staging requirements.
* Strong communication and presentation skills for technical meetings, authority discussions, and stakeholder coordination.
* Able to support tender, construction, RFI, design change, and closeout activities.
* Detail-oriented professional with strong document control, QA-QC, review tracking, and design management discipline.
