Position Overview
Parsons Corporation is hiring an experienced Design Manager – Infrastructure (Deep Services) to oversee the planning, design, and integration of deep utilities for high-end luxury hospitality, residential, and infrastructure developments in Dubai. The role demands technical leadership in deep utilities such as water, wastewater, stormwater, power, district cooling, and telecommunications, ensuring sustainable, compliant, and seamlessly coordinated infrastructure delivery.

Key Responsibilities
* Lead the full design and coordination of deep utility services including potable water, wastewater, stormwater drainage, power distribution, gas, district cooling, and telecom networks.
* Oversee system modeling, hydraulic analysis, and optimization to ensure efficiency and reliability.
* Integrate deep services design with masterplanning, architectural, and structural disciplines for cohesive project execution.
* Coordinate with internal teams, design consultants, and contractors to deliver compliant and high-quality solutions.
* Liaise with Dubai Municipality, DEWA, Etisalat, and other local authorities for NOC approvals and design compliance.
* Manage technical reviews, documentation, and submission packages for deep service infrastructure.
* Implement risk management strategies addressing groundwater, soil stability, and flooding concerns.
* Conduct value engineering to optimize routes, reduce costs, and enhance long-term system resilience.
* Supervise construction support, inspection, and commissioning activities for deep utility networks.
* Lead interdisciplinary coordination meetings and technical workshops.
* Stay updated on sustainable infrastructure innovations and smart underground utility technologies.
* Represent Parsons in client meetings, progress reviews, and stakeholder presentations.
Ideal Profile
* Bachelor’s or Master’s degree in Civil or Mechanical Engineering or a related field.
* Minimum 16 years of experience in deep services design and delivery for large-scale infrastructure or mixed-use projects.
* Strong background in luxury or high-end development environments preferred.
* Proficiency in Civil 3D, WaterGEMS, SewerGEMS, StormCAD, and related infrastructure modeling tools.
* In-depth understanding of Dubai regulatory standards, permitting, and authority coordination.
* Proven track record managing multidisciplinary design and construction teams.
* Excellent communication, leadership, and problem-solving skills.
* Preference given to candidates currently based in the UAE with experience managing deep service networks in the region.
