Role Context
The Dry Utilities Inspector - Road Works supports construction supervision by inspecting and documenting dry utility and related civil works across major infrastructure and road construction projects. The role helps the Utility Engineer verify that street lighting, electrical networks, telecommunication networks, asphalt road works, stormwater-related interfaces, guide signs, barriers, guardrails, and road furniture are constructed according to approved drawings, specifications, quality control procedures, and project HSE requirements. Strong site awareness, timely inspection response, and clear reporting are essential to maintain quality and support successful project handover.
Key Responsibilities
* Assist the Utility Engineer in inspecting site activities related to street lighting, electrical networks, telecommunication networks, asphalt road works, and related infrastructure elements.
* Inspect road furniture and associated works such as guide signs, barriers, guardrails, stormwater interfaces, and supporting civil works.
* Verify that all inspected works are completed according to approved shop drawings, project specifications, method requirements, and contract documents.
* Maintain a detailed daily diary covering site activities, issues, approved work, rejected work, working hours, labor, equipment, and inspection observations.
* Attend Work Inspection Requests submitted by the contractor and take appropriate action within required timelines.
* Monitor workmanship quality and report deficiencies, deviations, or incomplete works to the Utility Engineer or relevant project leadership.
* Assess safety, health, and environmental conditions at site during daily inspection activities.
* Confirm that construction activities comply with contract specifications, risk assessments, safety controls, and environmental mitigation measures.
* Prepare surveillance reports for deficiencies where work appears to have failed or where the contractor is not complying with verbal instructions.
* Complete Site Observation Reports or Non-Conformance Reports when required based on the development of site issues.
* Provide technical input and practical site experience to help resolve discipline-related issues during construction.
* Prepare and complete required inspection documentation before inspection activities and process records after inspection completion.
* Keep complete records related to execution of works, inspection outcomes, follow-up items, site observations, and contractor actions.
* Monitor and follow up on pending inspection items, rejected work, corrective actions, and close-out requirements.
* Ensure project quality control procedures are used during construction supervision activities and identify areas for improvement.
* Communicate site progress information regularly to project teams and relevant supervision staff.
* Coordinate with contractors, engineers, inspectors, and project stakeholders to support smooth construction progress.
* Support project handover by ensuring inspection records, quality documentation, and completed works are properly tracked and verified.
* Use computer systems and project software to access data, maintain records, generate reports, and support inspection documentation.
* Perform other responsibilities related to dry utilities inspection and infrastructure supervision as assigned by project leadership.
Ideal Profile
* Bachelor degree or diploma in Electrical Engineering, Mechanical Engineering, or a related discipline from a recognized institute approved by the Engineer.
* Minimum 5 years of civil and utilities construction work experience on major infrastructure and road construction projects.
* GCC experience will be an advantage.
* Strong knowledge of dry utilities, street lighting, electrical networks, telecommunication works, road construction, and related civil infrastructure elements.
* Ability to understand and interpret construction specifications, approved shop drawings, method requirements, and project documentation.
* Good understanding of construction-related processes within assigned inspection areas.
