Role Context
The Dry Utilities Lead - Infrastructure will provide strategic, technical, commercial, and operational leadership for dry utilities engineering across major infrastructure projects. The role strengthens project delivery by setting discipline standards, reviewing technical outputs, guiding design teams, managing authority interfaces, supporting client engagement, and ensuring that power, telecom, ICT, ELV, street lighting, and related dry utility systems are planned and delivered with accuracy, resilience, compliance, and long-term value.
Key Responsibilities
* Lead the dry utilities engineering practice across technical direction, resource planning, workload balancing, team capability, delivery performance, and continuous improvement.
* Oversee the planning, design, review, and delivery of dry utility systems including power distribution, substation coordination, street lighting, telecommunications, ICT, ELV, duct banks, utility corridors, and related infrastructure networks.
* Establish and maintain technical standards, design procedures, checking protocols, review processes, quality controls, and discipline delivery requirements.
* Provide senior technical authority for load assessments, utility demand calculations, network layouts, equipment coordination, specifications, constructability, resilience planning, and regulatory compliance.
* Direct multidisciplinary coordination with roads, wet utilities, structures, landscape, BIM, GIS, digital drafting, project management, and other engineering disciplines.
* Review integrated design solutions to ensure dry utilities are properly coordinated with civil works, corridors, structures, services, authority requirements, and project phasing.
* Manage relationships with clients, consultants, contractors, utility service providers, and local authorities during submissions, NOCs, approvals, design reviews, and technical comment resolution.
* Support business development through client engagement, proposal input, technical methodologies, fee estimation, presentations, and pursuit planning for new opportunities.
* Monitor project performance, utilization, technical risk, design quality, delivery progress, and commercial outcomes across dry utilities workstreams.
* Implement corrective actions where needed to improve productivity, reduce delivery risk, strengthen quality, and support profitable project execution.
* Mentor engineers and technical staff through coaching, technical reviews, knowledge sharing, recruitment support, succession planning, and performance development.
* Champion innovation, digital delivery, BIM-enabled workflows, sustainability, lessons learned, and practical design improvements across dry utilities teams.
* Support authority coordination, NOC approvals, standards compliance, utility provider requirements, and regulatory management throughout the project lifecycle.
* Promote resilient and sustainable infrastructure integration through practical planning, risk awareness, digital engineering, and coordinated design delivery.
Ideal Profile
* Bachelor\'s degree in Electrical Engineering or a related engineering discipline.
* Master\'s degree is preferred.
* Minimum 20 years of relevant experience in dry utilities engineering design, infrastructure project delivery, and discipline leadership.
* Strong background in power and telecom utility design management, multidisciplinary coordination, authority submissions, NOC processes, quality assurance, and project delivery.
* Comprehensive knowledge of power distribution, load scheduling, utility demand planning, network layouts, street lighting, telecommunications, ICT, ELV, duct banks, and utility corridor coordination.
* Strong understanding of applicable codes, design standards, local authority requirements, utility provider guidelines, and infrastructure approval processes.
* Proven ability to lead discipline teams, manage technical quality, mitigate delivery risks, and support efficient project execution.
* Experience working with clients, consultants, contractors, service providers, authorities, and multidisciplinary engineering teams.
* Ability to support commercial delivery through resource planning, utilization monitoring, technical governance, proposal input, and delivery improvement.
* Excellent communication, report writing, presentation, stakeholder management, and client engagement skills.
* Strong technical judgment with the ability to guide design decisions, resolve complex coordination issues, and maintain high-quality outputs.
* Experience with BIM-enabled delivery, digital engineering workflows, sustainable infrastructure integration, and modern design coordination tools.
