Role Context
The
Key Responsibilities
* Lead civil, road, highway, and structural engineering activities across assigned infrastructure projects and programs.
* Provide senior technical direction for roads, civils, bridges, drainage, tunnels, culverts, retaining structures, earthworks, pavements, and related works.
* Define and implement engineering standards, design procedures, technical governance processes, and project-specific best practices.
* Act as the escalation point for key civil and structural engineering decisions, technical risks, and design coordination challenges.
* Ensure designs include safety in design, durability, maintainability, operational reliability, and whole-life cost considerations.
* Plan and manage engineering activities from concept design through detailed design, issue-for-construction packages, construction support, and handover.
* Coordinate highways, geotechnical, drainage, structures, traffic, utilities, environmental, BIM, and CAD teams to deliver integrated engineering outputs.
* Review road alignments, profiles, typical sections, general arrangement drawings, structural designs, calculations, technical reports, and design submissions.
* Ensure integration of roads, junctions, pavements, drainage, utilities, structures, rail interfaces, buildings, public realm, and adjacent infrastructure.
* Establish and manage technical review, design checking, quality assurance, and technical approval processes.
* Lead or support HAZID reviews, constructability workshops, value engineering sessions, technical audits, and design risk reviews.
* Work with quality teams to maintain traceability of design decisions, calculations, approvals, review comments, and technical records.
* Support project managers with scope definition, engineering schedules, resource planning, design delivery programs, and key milestones.
* Provide engineering input to project execution plans, risk registers, procurement strategies, technical evaluations, and delivery reports.
* Assist construction teams with technical clarifications, RFIs, site issues, design changes, method statements, and temporary works concepts.
* Act as a senior technical point of contact for clients, road authorities, utility providers, statutory bodies, consultants, contractors, and project stakeholders.
* Coordinate technical responses to authority comments and support approvals related to roads, structures, drainage, permits, and planning requirements.
* Identify geotechnical, structural, hydraulic, traffic, constructability, interface, and design coordination risks, then develop practical mitigation actions.
* Promote innovation through BIM, 3D modeling, common data environments, parametric design, digital coordination tools, and engineering analysis systems.
* Capture lessons learned from design and construction stages and apply them to improve future engineering delivery.
* Lead, mentor, and develop civil engineers, structural engineers, highway engineers, designers, CAD technicians, and BIM technicians.
* Plan team resources across concurrent assignments while maintaining design quality, schedule discipline, and technical consistency.
* Support recruitment, onboarding, performance management, technical coaching, and professional development within the engineering team.
* Provide engineering input for estimates, proposals, bids, technical scopes, assumptions, exclusions, and project risk allowances.
* Monitor engineering budgets and progress against plans, identifying deviations early and recommending corrective actions.
Ideal Profile
* Bachelor’s degree in Civil Engineering, Structural Engineering, or a closely related discipline.
* Minimum 10 years of experience in civil and structural engineering for roads, highways, and infrastructure projects.
* Significant experience in design management, technical coordination, engineering governance, or multidisciplinary design delivery.
* Strong technical background in highway geometry, road alignments, junction design, earthworks, drainage, pavements, bridges, and civil structures.
* Experience working on major highways, urban roads, infrastructure corridors, public realm works, or large civil engineering programs.
* Ability to review and challenge engineering deliverables, calculations, design reports, drawings, specifications, and technical submissions.
* Strong understanding of design standards, authority requirements, technical assurance, constructability, quality control, and safety in design.
* Experience working for a consultant, contractor, client organization, or major project management environment is preferred.
* Familiarity with BIM processes, common data environments, 3D modeling, and digital design coordination for infrastructure projects.
* Master’s degree in Civil Engineering, Structural Engineering, Transportation, or a related field is preferred.
* Chartered Engineer, Professional Engineer, or equivalent professional registration is advantageous.
* Strong leadership skills with the ability to coordinate multidisciplinary teams and manage multiple engineering assignments.
* Excellent communication, stakeholder management, negotiation, planning, and technical problem-solving skills.
* Practical knowledge of Saudi Arabia or GCC infrastructure delivery environments is an added advantage.
