Role Context
The
Key Responsibilities
* Coordinate daily with project directors, contractors, subcontractors, project managers, and operations representatives on handover progress.
* Maintain a clear and up-to-date asset handover tracker covering assigned assets, required actions, documentation status, inspections, approvals, and closeout items.
* Attend site meetings, inspections, walkthroughs, readiness reviews, and coordination sessions to verify handover progress and asset readiness.
* Review testing and commissioning plans submitted by contractors and confirm alignment with asset requirements, project specifications, and handover criteria.
* Monitor and witness on-site testing and commissioning activities where required by the project or stakeholder process.
* Collect, review, organize, and validate test reports, commissioning records, certificates, inspection checklists, and supporting evidence.
* Identify gaps, delays, incomplete records, or execution issues related to testing and commissioning and escalate them to the project manager.
* Collate and review handover documentation packages, including as-built drawings, test results, commissioning certificates, warranties, guarantees, operation and maintenance manuals, training manuals, and training attendance records.
* Provide clear feedback to contractors on missing documents, incorrect submissions, incomplete packages, technical gaps, and handover deficiencies.
* Coordinate with relevant stakeholders for site inspections, documentation reviews, operational acceptance, approvals, and final signoffs.
* Facilitate communication between project delivery teams and operations teams to reduce delays in asset acceptance.
* Track outstanding snags, unresolved handover items, documentation deficiencies, pending approvals, and stakeholder comments until closure.
* Prepare weekly handover and commissioning updates showing progress, risks, blockers, required actions, and unresolved issues.
* Support project leadership with readiness summaries, acceptance status, issue escalation, and practical recovery recommendations.
* Maintain organized handover records, logs, trackers, reports, correspondence, and evidence files for audit and closeout purposes.
* Submit final handover reports documenting completed asset transfers, lessons learned, recurring issues, and recommendations for future projects.
* Promote disciplined handover processes that support quality, safety, compliance, and smooth operational transition.
Ideal Profile
* Saudi National candidate.
* Bachelor’s degree in Engineering or a related field.
* LEED certification is preferred.
* Minimum 7 years of experience in handover management, testing and commissioning, operational readiness, infrastructure closeout, or related project delivery roles.
* Experience on large-scale infrastructure, construction, PMCM, or civil engineering projects is preferred.
* Strong understanding of testing and commissioning processes, asset handover requirements, contract closeout, and documentation standards.
* Able to manage handover trackers, commissioning logs, inspection records, action lists, and detailed progress reports.
* Strong knowledge of handover documentation, including as-built drawings, O&M manuals, warranties, guarantees, test certificates, commissioning records, and training records.
* Excellent organizational skills with the ability to manage multiple assets, contractors, submissions, deadlines, and stakeholder requirements at the same time.
* Strong communication and stakeholder management skills with the ability to coordinate effectively between contractors, project teams, client representatives, and operations teams.
* High attention to detail with the ability to identify documentation gaps, missing approvals, inconsistent records, and handover risks.
* Practical problem-solving ability with confidence escalating blockers and supporting timely closeout.
