Role Context
The HSE Engineer - Site Safety will support safe project delivery by advising senior construction site representatives on hazard identification, safety planning, SH&E compliance, contractor performance, incident management, and regulatory reporting. The role is critical to protecting people, property, project continuity, and construction quality by applying Parsons ESHARP requirements, client safety standards, UAE regulations, Abu Dhabi OSH procedures, and risk-based site monitoring across active worksites.
Key Responsibilities
* Advise and assist the senior construction site representative in establishing and managing ESHARP requirements and Parsons SH&E processes.
* Identify, assess, eliminate, or control hazards that may affect people, property, equipment, or site operations.
* Develop site-specific work plans, SH&E compliance programs, safety training programs, and orientation plans.
* Ensure safety plans fully comply with relevant SH&E regulations, Parsons ESHARP management system, and client requirements.
* Collaborate with SH&E managers, project managers, and program managers to evaluate contractor safety performance, planning, and safety culture.
* Review contractor practices to confirm alignment with Parsons risk management standards and core safety values.
* Audit projects, programs, and worksites against corporate standards, client requirements, and applicable safety procedures.
* Detect unsafe conditions, recommend corrective actions, and submit clear written audit reports.
* Implement Parsons occupational injury and incident reporting and management processes.
* Initiate and conduct detailed incident investigations and root cause analysis using secure and approved investigation protocols.
* Perform trend analysis on audit findings, inspection findings, incident reports, and recurring safety issues.
* Prepare and submit regular safety analysis reports for project and program leadership.
* Represent the program SH&E Manager on assigned project or program worksites when required.
* Supervise emergency response team members and first aid personnel during emergency situations.
* Support care and response procedures for occupationally injured or ill personnel on site.
* Prepare and review audit reports, inspection reports, OSH statistics, safety presentations, and performance dashboards.
* Represent management during job site safety inspections by regulatory authorities or company insurance carriers.
* Oversee new hire safety orientation and support delivery of other safety-related training programs.
* Review risk assessments for upcoming work activities and provide technical input to the safety planning process.
* Monitor compliance with UAE and Abu Dhabi health and safety regulations, ADOSH-SF requirements, and project reporting procedures.
* Coordinate with contractors, supervision teams, client representatives, and site management to close safety observations and corrective actions.
* Promote safe work practices across infrastructure and building construction activities.
* Perform other responsibilities associated with HSE engineering and site safety management as assigned by project leadership.
Ideal Profile
* Bachelor degree or equivalent qualification in Safety, Health and Environmental, Loss Prevention, or a relevant Engineering discipline from an accredited university.
* Recognized OSH education and professional certification such as NEBOSH Diploma, NVQ Level 6 or 7, or equivalent.
* ISO 45001:2018 Lead Auditor certificate.
* Minimum 8 years of construction safety management experience in the Middle East region.
* At least 4 years of experience as an OSH Engineer or OSH Manager in a construction supervision or project management role with reputed consultants is preferred.
* Strong OSH management experience across both infrastructure and building construction projects.
* Extensive knowledge of UAE and Abu Dhabi health and safety regulations and reporting procedures.
* Strong understanding of ADOSH-SF, Abu Dhabi Occupational Safety and Health System Framework, and related site compliance requirements.
* Ability to perform in a supervisory or managerial safety capacity.
* Strong experience in safety audits, incident investigation, root cause analysis, risk assessments, emergency response, and contractor safety monitoring.
* Exceptional interpersonal, oral communication, written communication, and report writing skills.
* Holds a valid UAE driving license.
* Able to attend in-person interviews in Abu Dhabi when required.
