HSE Officer - Infrastructure and Construction Safety

Role Summary
Parsons Corporation is hiring a qualified HSE Officer for its infrastructure and landscape supervision projects in Abu Dhabi, UAE. This role focuses on implementing robust health, safety, and environmental practices in compliance with Parsons and Modon policies, UAE legislation, and international HSE standards. Core Duties

* Enforce Parsons and Modon HSE plans, targets, and procedures across project sites
* Liaise with the Safety Manager and contractors to drive HSE culture and improvements
* Monitor safety compliance, hazard control measures, and work method statements
* Review and verify risk assessments, permits to work, and toolbox talk records
* Conduct routine HSE site visits and submit rectification reports
* Lead and document monthly safety meetings and track outstanding HSE issues
* Evaluate incident and accident reports, recommend corrective actions, and share lessons learned
* Review contractors’ emergency response procedures and HSE statistics
* Support audits, compliance reviews, and internal reporting requirements

Candidate Requirements

* BSc or Diploma in Environmental Science, Engineering, or Loss Prevention
* 5+ years of safety supervision experience in construction, with UAE/GCC exposure
* Recognized HSE certifications such as NEBOSH, OSHAD-Qudorat, ADVETI, First Aid, Fire Safety
* Equivalency certificate from UAE Ministry of Education (mandatory)
* Strong communication and safety coordination skills
* Willingness to attend in-person interviews

Preferred Profile

* At least 3 years of recent experience in infrastructure or landscaping projects
* Experience in engineering consultancy environments
* UAE driving license is an added advantage
