Position Overview
The Inspection Engineer – Right of Way role with Dubai’s Roads and Transport Authority (RTA) involves overseeing inspection routes, developing inspection strategies, and ensuring compliance with regulations related to the Right of Way. Based in Dubai, this position requires strong engineering expertise and leadership skills to manage inspection teams, evaluate processes, and drive continuous improvements in infrastructure oversight.

Core Duties

* Study and implement inspection route allocation for inspectors based on the field inspection plan.
* Prepare action plans for operations and recommend necessary improvements.
* Develop communication and coordination methods between consultants, contractors, and internal units regarding violations, obstacles, and service facilities.
* Design and execute annual inspection campaigns in coordination with internal and external departments, including reporting outcomes.
* Review and analyze section processes using approved KPIs, recommending efficiency enhancements where necessary.
* Periodically review relevant legislations and provide recommendations to management.
* Supervise the preparation of draft agreements and MOUs with internal and external government/semi-government authorities.
* Investigate complaints from organizational units and external bodies, escalating findings and solutions to management.
* Implement RTA’s inspection-related policies, legislation, and professional standards for Right of Way.
* Organize, delegate, and oversee daily operations, ensuring tasks are performed to approved standards.
* Lead workshops with consultants and contractors on Right of Way inspection matters, addressing questions with transparency.
* Develop and enhance inspection policies and regulations in coordination with relevant stakeholders.
* Propose IT-driven initiatives to integrate and modernize inspection operations.
* Conduct field visits to audit inspection activities, ensuring compliance with plans and quality standards.
* Ensure compliance with the Disciplinary Inspection Policy and carry out root cause analyses of recurring violations.
* Track and report on performance in RTA’s Maturity Model for Regulatory Inspections, ensuring corrective actions are implemented and non-conformities resolved.

Ideal Profile

* Bachelor’s degree in Civil Engineering from a recognized university.
* At least 8 years of professional experience in civil engineering, inspections, or infrastructure compliance.
* Strong knowledge of inspection regulations, right of way policies, and civil infrastructure oversight.
* Proven ability to manage teams and coordinate with diverse stakeholders.
* Excellent communication, analytical, and problem-solving skills.
