Inspection Engineer – Right of Way – Roads and Transport Authority – Dubai, UAE

Position Overview
The Inspection Engineer – Right of Way will manage inspection operations, campaigns, and regulatory compliance across Dubai’s transport corridors. The role ensures adherence to legislation, supervises inspection staff, investigates complaints, and contributes to the continuous development of inspection policies and practices within RTA’s Right of Way Department.

What You’ll Do

* Study and implement the allocation of inspection routes for inspectors as per the field inspection plan.
* Prepare action plans for inspection activities and recommend improvements.
* Develop communication and coordination methods between consultants, contractors, and RTA units on matters related to violations and right of way inspections.
* Plan and implement annual inspection campaigns in collaboration with internal and external departments.
* Review and analyze section processes using KPIs to assess efficiency and recommend improvements.
* Periodically review legislation relevant to right of way inspections and provide recommendations.
* Supervise preparation of draft agreements and MOUs with internal and external entities concerning inspections.
* Investigate complaints from internal units and external bodies, escalating major findings with recommendations.
* Enforce RTA policies, legislation, and procedures related to right of way inspections.
* Organize and assign work to team members, ensuring performance meets professional standards.
* Participate in workshops with consultants and contractors to provide guidance on inspection requirements.
* Develop and update inspection policies and regulations in coordination with relevant authorities.
* Lead IT-based initiatives to integrate inspection operations for improved efficiency.
* Conduct field visits to audit inspections, ensuring compliance with approved plans and quality standards.
* Ensure adherence to the Disciplinary Inspection Policy requirements.
* Carry out root cause analysis on recurring violations and report findings with recommendations.
* Monitor section performance in RTA’s Maturity Model for Regulatory Inspections, ensuring corrective actions are implemented.

Ideal Profile

* Bachelor’s degree in Civil Engineering from a recognized university.
* Minimum of 8 years’ experience in inspection, civil engineering, or regulatory compliance.
* Strong knowledge of inspection policies, legislation, and regulatory frameworks.
* Proven ability to manage teams, coordinate with stakeholders, and implement corrective actions.
* Strong analytical, problem-solving, and reporting skills.
