Role Context
The Material Engineer will provide
technical oversight of construction materials from initial submittal and source evaluation through testing, delivery, storage, installation, acceptance, and final handover. The role combines engineering judgment with laboratory verification, quality control, procurement coordination, supplier assessment, and documentation management. By ensuring only compliant and properly tested materials are incorporated into permanent works, the engineer will help protect construction quality, long-term asset performance, and project schedule certainty.
Key Responsibilities
* Review Material Submittals, Material Approval Requests, Technical Submittals, and supporting documentation submitted by Contractors and Suppliers.
* Verify compliance of proposed materials with approved drawings, specifications, contractual requirements, Client criteria, and applicable standards.
* Review technical data sheets, product literature, certificates of conformity, compliance declarations, warranties, and test certificates.
* Establish and maintain Material Approval Registers, material tracking logs, testing records, and approval status information.
* Coordinate material approvals with Engineering, Quality, Construction, Procurement, Consultants, and other project disciplines.
* Review proposed manufacturers, material sources, suppliers, and vendor documentation before recommendation for approval.
* Evaluate alternative and substitute materials and provide technical recommendations based on performance, compliance, durability, and suitability.
* Review physical samples and coordinate laboratory testing, verification, or specialist assessments where required.
* Define material testing requirements in accordance with project specifications and recognized technical standards.
* Coordinate approved laboratories for sampling, inspection, field testing, laboratory testing, and certification.
* Review test results and verify compliance with defined acceptance criteria before materials are released for use.
* Monitor material testing schedules to ensure required approvals and results are available ahead of construction activities.
* Support preparation and review of Material Inspection and Test Plans and Material Testing Plans.
* Participate in source inspections, factory visits, warehouse inspections, and construction-site material verification.
* Support Factory Acceptance Tests and supplier inspections where applicable.
* Verify batch numbers, heat numbers, lot numbers, certificates, identification marks, and other traceability requirements.
* Maintain material traceability from source and procurement through delivery, installation, inspection, and acceptance.
* Monitor storage, handling, preservation, segregation, and environmental protection of construction materials.
* Identify damaged, expired, incorrectly stored, unapproved, or otherwise non-compliant materials and coordinate corrective action.
* Support Quality teams in raising, investigating, monitoring, and closing material-related NCRs.
* Participate in Root Cause Analysis for recurring material defects, failed testing, and performance issues.
* Review Contractor material procurement schedules and identify approval, testing, manufacturing, or supply risks.
* Monitor long-lead and critical materials and provide early warning where delays could affect construction activities.
* Coordinate Procurement and Construction requirements so approved materials are available in line with project sequencing.
* Review Material Management Plans, Quality Plans, and related project procedures.
* Assess material requirements for roads, pavements, utilities, structural works, buildings, airfield infrastructure, and other civil works.
* Review aggregates, concrete, cementitious products, asphalt, soils, reinforcing steel, structural steel, pipes, geotextiles, geosynthetics, waterproofing, and associated construction materials.
* Evaluate asphalt mix designs, pavement material testing, trial results, and performance testing where required.
* Review concrete mix designs, trial mixes, cube and core results, cementitious content, and supporting quality documentation.
* Assess soil classification, compaction, CBR, field density, earthwork, and geotechnical material testing.
* Review pavement and geotechnical material results and provide technical recommendations where performance falls outside requirements.
* Verify compliance with ASTM, AASHTO, BS, EN, ISO, and project-specific standards as applicable.
* Participate in technical meetings with Contractors, Consultants, Suppliers, Manufacturers, and testing laboratories.
* Provide technical advice to Construction and Quality teams regarding material suitability, use, and compliance.
* Review material-related RFIs, Technical Queries, deviations, NCR responses, and proposed corrective actions.
* Support material audits and provide objective evidence demonstrating compliance, testing, and traceability.
* Prepare periodic reports covering approvals, pending submissions, testing status, inspections, NCRs, supply risks, and corrective actions.
* Maintain material records required for handover, including approvals, certificates, inspections, test results, and final dossiers.
* Capture lessons learned and recommend improvements in material selection, testing, storage, procurement, and quality control.
Ideal Profile
The position requires a Bachelor\'s Degree in Civil Engineering, Materials Engineering, Construction Engineering, or a related discipline, supported by at least 8 years of relevant experience in materials engineering, materials testing, quality control, or project quality management.
Candidates should have substantial experience on major airport, infrastructure, roads, utilities, civil, or other large-scale construction projects. Strong knowledge of construction materials, testing methodologies, approval processes, specifications, laboratory procedures, and compliance verification is essential.
The successful engineer should be experienced working with Contractors, Consultants, Suppliers, Manufacturers, and accredited testing laboratories. Practical understanding of concrete, asphalt, soils, pavement materials, reinforcement, structural steel, pipes, geosynthetics, and geotechnical materials is particularly important.
