Role Context

The Material Engineer - Infrastructure will support Parsons by ensuring that all materials used on the project are reviewed, approved, tested, documented, and incorporated according to contract requirements. The role contributes to construction quality, safety, compliance, and smooth site delivery by reviewing contractor submittals, coordinating material testing, verifying certificates, maintaining inspection records, and identifying material-related risks before they affect project progress.

Key Responsibilities

* Review contractor material submittals and coordinate required approvals in line with project specifications and applicable standards.
* Act as a focal point for scheduling, tracking, and controlling construction materials and related site equipment.
* Conduct inspections to confirm that works and materials comply with contract specifications and approved requirements.
* Coordinate the work of sub-consultants and laboratories involved in material testing and quality verification.
* Maintain organized project files related to materials, inspections, test records, approvals, certificates, and daily site documentation.
* Prepare daily reports, inspection records, material logs, and other documentation required under the contract.
* Verify that only approved materials are delivered, stored, and incorporated into the permanent works.
* Identify potential material conflicts, quality issues, construction risks, and site problems, then report them with practical recommendations.
* Collect, review, and file certificates of compliance, MSDS documents, inspection tags, test reports, and supporting material information.
* Provide technical guidance to junior staff when required on material inspection and quality control procedures.
* Participate in developing job safety practices and support preparation of safety-related reports.
* Contribute to quality control reports, inspection procedures, and documentation systems for project material compliance.
* Perform engineering calculations, graphs, charts, and supporting analysis where required for material-related reporting.
* Observe, check, and record that site works are executed according to approved methods and project requirements.
* Check that delivered materials match approved submissions and are stored correctly to prevent damage or non-compliance.
* Communicate with contractors, consultants, laboratories, and project stakeholders to resolve material-related matters efficiently.

Ideal Profile

* B.Sc. in Civil Engineering, Geology Engineering, Materials Engineering, or an equivalent discipline is required.
* Minimum 10 years of experience in infrastructure projects.
* At least 5 years of UAE or GCC experience on roads, bridges, tunnels, or similar infrastructure works is required.
* Strong knowledge of material approval processes, construction specifications, testing procedures, and quality control requirements.
* Experience coordinating laboratory testing, material inspections, compliance documentation, and contractor submissions.
* Ability to review certificates, MSDS documents, inspection tags, technical reports, and material records accurately.
* Strong technical reporting skills with the ability to prepare clear daily reports and quality documentation.
* Proficiency in MS Office is required.
* Basic AutoCAD knowledge is required.
* Laboratory management experience is required.
* Good stakeholder communication skills with the ability to coordinate with contractors, consultants, laboratories, and project teams.
* Ability to perform basic engineering calculations and present data through graphs, charts, and reports.
* Detail-oriented, safety-conscious, and committed to ensuring approved materials are used correctly on site.
