Role Context
The Material Inspector - Utilities supports construction supervision by ensuring that materials used on site are approved, traceable, properly tested, correctly stored, and compliant with project requirements. The role helps protect construction quality and reduce rework by inspecting concrete, asphalt, aggregates, steel, pipes, cables, finishes, and related materials before they are used in the works. Close coordination with contractors, laboratories, quality teams, and client representatives is essential to keep testing, approvals, reporting, and corrective actions moving without delaying site progress.
Key Responsibilities
* Inspect, sample, and verify incoming construction materials for compliance with approved material submittals, project specifications, and quality requirements.
* Check materials such as concrete, asphalt, aggregates, steel, pipes, cables, finishes, and other infrastructure-related items before use on site.
* Witness and perform field and laboratory tests where required, including concrete slump tests, concrete cube tests, compaction tests, rebar tests, coating tests, and other approved test methods.
* Review and verify material test reports submitted by independent and project laboratories for accuracy, completeness, and compliance.
* Coordinate with contractors and laboratories to schedule inspections and testing activities in a timely manner.
* Support construction progress by ensuring sampling and testing are completed efficiently without unnecessary delays to site activities.
* Check site storage, handling, labeling, segregation, and protection of materials to prevent damage, contamination, or deterioration.
* Reject or quarantine non-conforming materials and ensure corrective actions are implemented, documented, and closed properly.
* Maintain detailed records of inspections, test requests, test results, material approvals, non-conformance reports, and follow-up actions.
* Assist in reviewing material submittals, certificates of compliance, mill test certificates, manufacturer documents, and supporting quality records.
* Verify that approved, traceable, and compliant materials are used in the permanent works.
* Confirm that materials used on site are correctly referenced in as-built documentation and project records.
* Coordinate with construction teams, QA/QC staff, engineers, contractors, laboratories, and client representatives to resolve material-related issues.
* Propose practical solutions for material quality concerns while maintaining compliance with project and authority requirements.
* Provide input to daily, weekly, and monthly reports covering material status, testing progress, approvals, rejected items, and non-conformances.
* Use project systems and computer tools to maintain records, access data, prepare reports, and track inspection information.
* Perform other responsibilities associated with material inspection and utilities project support as assigned by project leadership.
Ideal Profile
* Technical diploma or degree in a related field with minimum 5 years of experience in a similar inspection role.
* Civil Engineering graduate with minimum 3 years of experience on utilities projects may also be considered.
* UAE experience is required.
* Familiarity with common field and laboratory test methods, testing equipment, material standards, and inspection procedures.
* Ability to read and understand project specifications, construction drawings, material submittals, certificates, and test reports.
* Strong documentation skills with high attention to detail when recording inspections, test results, approvals, and non-conformances.
* Good written and spoken English communication skills for coordination with contractors, laboratories, engineers, and client representatives.
* Basic computer skills, including Microsoft Office and project-related systems for reporting and record keeping.
* Familiarity with local authority requirements and regional standards for construction materials is preferred.
* Certification in materials testing or inspection, such as ACI or a relevant local authority certification, will be an advantage.
* Strong coordination and interpersonal skills for working across site teams, quality teams, laboratories, and supervision staff.
* Proactive approach to identifying quality risks, raising concerns early, and supporting timely resolution.
