Role Context
The Materials Inspector - Civil Quality will support construction supervision teams by ensuring that all materials delivered, stored, tested, and used on-site meet approved project specifications, authority standards, and contract requirements. The role directly protects project quality by checking material sources, monitoring sampling and testing, verifying workmanship, raising non-conformance reports, and maintaining reliable inspection records for audits, payments, as-built documentation, closeout, and handover.
Key Responsibilities
* Inspect construction materials delivered to site and verify compliance with RTA specifications, approved material submittals, contract documents, and project quality requirements.
* Check material source approvals, supplier details, manufacturer approvals, delivery notes, batch certificates, test reports, and supporting documents before material acceptance.
* Carry out sampling and witness laboratory and field tests for soil, aggregates, concrete, asphalt, steel, backfill materials, and other civil construction materials.
* Confirm that materials used in roadworks, bridges, culverts, drainage networks, utility works, earthworks, asphalt paving, and concrete works match approved drawings and specifications.
* Monitor material storage, handling, stacking, protection, and site usage to prevent contamination, segregation, damage, deterioration, or unauthorized substitution.
* Verify compliance with RTA-approved suppliers, manufacturers, and testing laboratories before materials are accepted for use.
* Coordinate with the Material Engineer, Site Engineer, Resident Engineer, laboratory teams, contractors, and supervision staff on testing schedules, approvals, and material-related technical issues.
* Inspect asphalt works, concrete pours, earthworks, backfilling, compaction activities, and civil works to confirm that approved materials and workmanship are being applied.
* Review and submit Work Inspection Requests related to materials, testing, and civil construction activities.
* Maintain accurate inspection records, test reports, material logs, delivery records, WIR status, NCR status, and QA/QC documentation.
* Identify non-conforming materials, raise NCRs, issue site observations, and follow up until corrective actions are completed and verified.
* Conduct audit inspections to check conformity with contract documents, approved shop drawings, method statements, ITPs, and contractor quality plans.
* Ensure site works comply with Dubai Municipality, RTA, DEWA, and other local authority standards and regulations.
* Monitor material quantities and usage to reduce wastage, misuse, over-ordering, or deviation from approved specifications.
* Assist during RTA inspections and audits by providing site support, test evidence, inspection records, and material documentation.
* Report daily site activities, testing status, material inspections, approvals, rejected materials, and open quality issues to the Material Engineer or Resident Engineer.
* Maintain complete records of material test results, inspection outcomes, executed works, approvals, and supporting files for project closeout and handover.
* Follow HSE requirements during material handling, sampling, testing, lifting, storage inspections, and field quality activities.
Ideal Profile
* Bachelor’s degree in Civil Engineering or diploma in Civil Engineering with a relevant technical education background.
* Minimum 5 years of UAE experience in civil materials inspection, quality control, or infrastructure construction supervision.
* RTA or Dubai Municipality approval is mandatory.
* Experience on roads, bridges, culverts, drainage, utilities, earthworks, asphalt, concrete, and infrastructure projects.
* Good knowledge of RTA, Dubai Municipality, DEWA, and local authority standards for civil and transportation projects.
* Practical understanding of material submittals, source approvals, laboratory testing, field testing, ITPs, WIRs, NCRs, method statements, and contractor quality plans.
* Ability to inspect soil, aggregate, asphalt, concrete, steel, backfill, and other civil construction materials with accuracy.
* Strong documentation discipline with the ability to maintain test reports, inspection records, material logs, and closeout files.
* Ability to coordinate with engineers, contractors, laboratories, suppliers, manufacturers, and authority representatives.
* Strong attention to detail, clear reporting skills, and the confidence to identify non-compliant materials before they affect site progress or project quality.
