Role Context
The Materials Specialist will provide technical assurance for construction materials used in roads, bridges, highways, and associated infrastructure. This position supports programme quality by reviewing material submittals, evaluating mix designs, monitoring testing programmes, auditing laboratories, inspecting production sources, and ensuring that materials meet project specifications and recognized standards. The role is important for improving durability, controlling nonconformance risks, supporting local environmental suitability, and helping project teams maintain consistent quality across infrastructure construction in Riyadh.
Key Responsibilities
* Review and approve materials submittals, technical specifications, source approvals, and mix designs for roads, bridges, highways, and associated civil infrastructure.
* Monitor materials testing programmes to confirm compliance with project requirements, approved specifications, and applicable international and Saudi standards.
* Evaluate testing results for asphalt, concrete, aggregates, soils, geotechnical materials, and other construction materials used in infrastructure works.
* Review and audit materials testing laboratories, including calibration status, certifications, procedures, equipment condition, reporting accuracy, and compliance records.
* Provide technical advice on material selection, durability, performance suitability, and long-term behavior under Riyadh’s environmental and climatic conditions.
* Support development and implementation of QA/QC procedures for materials used in roads, bridges, pavements, structures, earthworks, and related infrastructure.
* Participate in technical reviews, design coordination meetings, quality meetings, site inspections, and materials compliance discussions.
* Review contractor and consultant submissions related to materials, quality plans, test methods, source approvals, and production controls.
* Identify material-related nonconformances, evaluate causes, recommend corrective actions, and track closure with contractors and quality teams.
* Attend materials-related site acceptance tests and factory acceptance tests as required by the programme.
* Conduct evaluation and inspection of factories, batching plants, asphalt plants, crushers, quarries, suppliers, and other production units.
* Assess production facilities for capability, consistency, quality control systems, raw material handling, storage conditions, and compliance with approved requirements.
* Maintain the approved vendor list for material sources, suppliers, production units, and testing service providers.
* Coordinate with contractors, consultants, laboratories, PMO teams, quality managers, designers, and client representatives on materials-related matters.
* Interpret drawings, specifications, material standards, technical data sheets, test reports, and compliance documentation.
* Support statistical process control, trend analysis, performance reviews, and quality reporting for critical construction materials.
* Provide clear technical recommendations to improve material quality, reduce defects, and support reliable construction outcomes.
* Maintain accurate records of reviews, approvals, audits, inspections, test reports, nonconformance actions, and vendor evaluations.
* Promote strong quality discipline, professional integrity, and consistent materials compliance across the programme.
Ideal Profile
* Bachelor’s degree in Civil Engineering, Materials Engineering, Geology, or a related discipline from an accredited university.
* Master’s degree in Materials Engineering or Construction Materials Science is preferred.
* Minimum 15 years of specific materials engineering experience on large-scale infrastructure, roads, highways, bridges, or transportation projects.
* Proven experience in materials testing, QA/QC, material approvals, laboratory coordination, and technical compliance on major civil programmes.
* Strong technical knowledge of asphalt, concrete, aggregates, soils, geotechnical properties, pavement materials, and construction material performance.
* Demonstrated familiarity with international and Saudi materials standards and specifications, including ASTM, AASHTO, BS, SASO, and related standards.
* Experience working in a PMO, client, consultant, or programme management environment is preferred.
* Strong understanding of materials testing methods, quality assurance systems, quality control processes, and statistical process control.
* Able to review mix designs, test reports, laboratory records, technical submittals, source approvals, and contractor quality documentation.
* Skilled in interpreting design drawings, specifications, material standards, compliance requirements, and construction quality records.
* Experience auditing laboratories, batching plants, asphalt plants, crushers, quarries, factories, and production facilities.
* Strong analytical, reporting, and communication skills.
* Able to work effectively within multidisciplinary PMO, contractor, consultant, quality, design, and stakeholder teams.
* High level of attention to detail, professional integrity, technical judgment, and commitment to quality.
* Able to identify quality risks early and recommend practical corrective actions that support safe and durable infrastructure delivery.
