Role Context
The O&M Specialist - Rail Operations will support Parsons by ensuring operations, maintenance, reliability, maintainability, safety, and lifecycle requirements are fully considered from concept and design through procurement support, testing, commissioning, handover, and operational acceptance. The position contributes to safe and efficient railway operations by developing O&M strategies, maintenance philosophies, operational readiness plans, staffing inputs, training requirements, spare parts strategies, emergency response planning, and trial operations support.
Key Responsibilities
* Support the development and implementation of operations and maintenance strategies for a large-scale rail system.
* Contribute to operational readiness planning across concept, design, procurement, testing, commissioning, handover, and acceptance stages.
* Develop operational concepts, maintenance concepts, lifecycle strategies, maintenance philosophies, and asset management requirements.
* Define operational requirements, maintenance requirements, reliability targets, maintainability criteria, and operational performance indicators.
* Coordinate with multidisciplinary teams to ensure rail systems, rolling stock, depot facilities, OCC systems, and operational interfaces support efficient maintenance and operations.
* Support integration between railway operations, passenger systems, depot operations, and external interfaces, including airport-related systems where applicable.
* Review Design and Construct tender documentation covering operational requirements, maintenance requirements, performance specifications, and readiness criteria.
* Support systems engineering activities including requirements management, verification, validation, traceability, and operational acceptance from an O&M perspective.
* Develop operational readiness plans covering staffing strategies, training needs, maintenance planning, spare parts planning, emergency response, and trial operations.
* Support FAT, SAT, SIT, integrated testing, trial operations, operational simulations, commissioning activities, and handover readiness reviews.
* Coordinate with designers, contractors, operators, stakeholders, authorities, and project teams to align delivery with O&M requirements.
* Identify operational, maintenance, lifecycle, and asset management risks, then support mitigation measures.
* Ensure compliance with project specifications, operational standards, maintenance requirements, safety standards, and international railway best practices.
* Provide technical support and operational expertise to the Project Manager and multidisciplinary teams during rail project delivery.
Ideal Profile
* Relevant engineering degree from a recognized university is required.
* Minimum 15 years of experience in the AECO industry or a relevant technical field.
* Minimum 10 years of experience in rail projects or rail operations in Dubai, the GCC, or international markets.
* Professional certification or membership with a recognized engineering, railway, operations, or maintenance institution will be preferred.
* Strong experience in railway operations, maintenance planning, operational readiness, and asset management for large-scale rail and infrastructure projects.
* Experience with express railway systems will be an advantage.
* Relevant expertise in depot operations, OCC coordination, passenger systems, operational interfaces, and lifecycle maintenance planning.
* Strong understanding of railway operational requirements, maintenance strategies, reliability, maintainability, and asset management principles.
* Experience coordinating with rail systems disciplines including signalling, rolling stock, traction power, communications, OCC systems, and depot facilities.
* Experience with airport-related operational interfaces and passenger integration requirements will be highly desirable.
* Proven background supporting trial operations, handover activities, operational acceptance, and readiness processes for mega rail or infrastructure projects.
* Familiarity with international railway operations standards, maintenance best practices, and operational safety requirements.
* Strong communication, leadership, analytical, and problem-solving skills.
* Ability to work effectively in complex, fast-paced, multi-stakeholder project environments.
