This role is suitable for an experienced planning professional who can independently assess contractor programmes, validate progress, forecast delays, and support contractual time management on behalf of the Consultant.
The position plays a key role in protecting project timelines, improving delivery visibility, supporting Resident Engineer decisions, and ensuring planning activities comply with contract conditions, project specifications, FIDIC requirements, and Dubai authority procedures including RTA, DM, and DEWA requirements.

Role Context
The Planning Engineer will review, monitor, and report on the contractor’s project programme, progress updates, delay events, forecasts, and time-related submissions. The role supports the Planning Manager and Resident Engineer with independent programme analysis, progress verification, critical path review, EOT claim assessment, and acceleration proposal evaluation.
This position requires strong command of Primavera P6, delay analysis methods, earned value reporting, infrastructure sequencing, authority interfaces, and contractual planning procedures. The work directly supports timely project delivery, transparent reporting, and stronger control over schedule risks.
Key Responsibilities
* Review baseline programmes, revised programmes, recovery programmes, and catch-up schedules submitted by the contractor.
* Check programme logic, sequencing, durations, resource loading, cost loading, critical path, milestones, and contractual constraints.
* Verify that schedules reflect drawings, specifications, method statements, sectional completions, authority interfaces, and key project requirements.
* Recommend approval, conditional approval, or rejection of contractor programmes to the Resident Engineer.
* Monitor actual progress against the approved baseline programme on daily, weekly, and monthly cycles.
* Validate contractor progress percentages, S-curves, earned value reports, and physical progress claims using site records and actual observations.
* Conduct site walks with contractor planning teams to confirm reported progress and identify schedule inconsistencies.
* Prepare independent weekly and monthly progress reports including narratives, S-curves, manpower histograms, forecasts, and critical path updates.
* Analyze Extension of Time claims using accepted delay analysis methods such as Impacted As-Planned, Time Impact Analysis, As-Planned vs As-Built, and Windows Analysis.
* Assess cause and effect, concurrent delays, mitigation actions, entitlement, prolongation impacts, and time-cost interface issues.
* Maintain delay registers, contemporaneous records, photographs, site diaries, weather records, daywork records, and supporting evidence.
* Review 3-week, 4-week, and 6-week look-ahead programmes for alignment with master schedules, resources, work fronts, and approved method statements.
* Highlight interface risks, bottlenecks, authority delays, and early warnings of slippage to the Resident Engineer.
* Review manpower, equipment, material histograms, productivity trends, and planned versus actual progress.
* Assess recovery plans and acceleration proposals for feasibility, resource impact, cost implications, and schedule effectiveness.
* Monitor interfaces with RTA, DM, DEWA, Etisalat, du, Empower, and other stakeholders.
* Track NOC submissions, approvals, diversions, access constraints, and authority-related programme milestones.
* Prepare planning sections of the Consultant’s Monthly Progress Report and support milestone certifications, invoices, and cash flow forecasts.
* Coordinate with the contractor’s Planning Manager, Project Manager, Section Engineers, Senior Quantity Surveyor, and construction supervision team.
* Attend weekly progress meetings, monthly progress meetings, authority coordination meetings, and planning review sessions.
Ideal Profile
* Bachelor’s degree in Civil Engineering or an equivalent discipline.
* Postgraduate qualification in Construction Management or Project Management will be an advantage.
* Minimum 12 years of experience in planning and programme management for construction projects.
* At least 8 years of experience on major infrastructure projects such as roads, bridges, tunnels, utilities, or public works.
* Minimum 5 years of UAE or GCC experience, preferably involving Dubai infrastructure projects.
* PMP, PMI-SP, AACE PSP, Primavera P6 advanced certification, or FIDIC training will be highly preferred.
* Strong knowledge of FIDIC Conditions of Contract, Critical Path Method, Earned Value Management, and SCL Delay and Disruption Protocol.
* Practical understanding of RTA, DM, DEWA procedures, authority interfaces, NOC milestones, and Dubai infrastructure delivery requirements.
* Expert proficiency in Primavera P6, Microsoft Project, and Asta Powerproject.
* Skilled in delay analysis tools such as Schedule Analyzer, Acumen Fuse, or similar planning review platforms.
* Advanced Microsoft Excel capability with strong data analysis, reporting, forecasting, and visualization skills.
* Ability to review contractor submissions independently and provide clear planning recommendations to senior project leadership.
* Strong technical report writing, stakeholder communication, progress reporting, and presentation skills.
* Excellent coordination ability across contractors, consultants, quantity surveyors, authorities, and client representatives.
