Role Context

The Planning Engineer - Project Controls will support Parsons Corporation by overseeing planning, scheduling, progress monitoring, and delay analysis activities for a major community infrastructure project in Dubai. The position plays an important role in validating contractor programs, identifying schedule risk, advising on mitigation actions, preparing progress reports, assessing claims, and ensuring that project timelines remain aligned with contractual requirements and delivery milestones. Strong technical judgment, accurate record keeping, and confident communication with contractors, consultants, clients, and internal project teams are essential for success.

Key Responsibilities

* Review contractors’ baseline schedules and provide Engineer’s consent in line with contract conditions and Parsons recommended planning practices.
* Validate the compatibility of project resources, construction sequencing, and schedule logic to support timely project completion.
* Develop and maintain a master schedule that integrates multiple project packages and reflects critical interdependencies between activities.
* Assess updated schedules, progress submissions, and planning information to identify delays, slippage risks, critical events, and corrective action requirements.
* Conduct what-if analysis to evaluate the time impact of variations, changes, potential events, and alternative construction scenarios.
* Provide reasoned planning advice before instructions are issued to contractors, helping reduce avoidable delay and disruption.
* Prepare regular progress reports, monthly schedule reviews, project status presentations, program analysis, and recommendations for management review.
* Track interim milestones, major milestones, and critical deliverables to support timely decision-making across design and construction stages.
* Assess contractor claims related to Extension of Time, disruption, concurrent delay, and schedule impact using recognized delay analysis methods.
* Apply time impact analysis, window analysis, and other delay assessment techniques to review contractor submissions and demonstrate schedule responsibility.
* Discuss and resolve planning and scheduling issues with contractors, employers, consultants, and project stakeholders.
* Coordinate with the client to finalize contractor programs, progress reports, claims, and schedule-related submissions.
* Attend kick-off meetings, technical meetings, service coordination meetings, progress reviews, and project control discussions.
* Prepare concise and accurate minutes of meetings covering planning matters, decisions, action points, and follow-up requirements.
* Prepare trackers and logs to monitor critical issues, pending actions, design interfaces, construction delays, and project risks.
* Agree and monitor progress measurement systems and key performance indicators with consultants and contractors.
* Prepare analytical responses to contractor notices and detailed particulars using scheduling data, construction knowledge, and contractual provisions.
* Maintain proper contemporary records, planning evidence, correspondence logs, program updates, and schedule documentation.
* Issue delay notices, slow performance letters, and planning records where contractor performance falls behind the approved schedule.
* Communicate schedule risk, recovery options, and project control findings clearly to management and multidisciplinary project teams.

Ideal Profile

* Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or Construction Management from a recognized institution.
* Minimum 9 years of planning and scheduling experience on relevant infrastructure projects.
* Strong background in utilities, roads, landscape, structures, and community development infrastructure projects.
* Previous Gulf region project experience is preferred.
* Proven ability to review baseline schedules, updated schedules, recovery programs, contractor claims, and progress measurement systems.
* Strong understanding of infrastructure construction sequencing, project interfaces, coordination requirements, and contract-driven planning obligations.
* Advanced working knowledge of Primavera P6 is required.
* Ability to integrate multiple project packages into a master schedule and assess the impact of one package on another.
* Experience with delay analysis, Extension of Time assessment, disruption claims, time impact analysis, window analysis, and concurrent delay evaluation.
* Strong written and oral communication skills with the ability to prepare reports, presentations, meeting minutes, notices, and analytical responses.
* Good understanding of construction industry best practices, planning standards, regulations, and project control procedures.
* Able to work with contractors, consultants, employers, clients, and internal teams in a structured and professional manner.
* Strong attention to record keeping, schedule evidence, progress data, and contractual documentation.
* Confident presenting schedule analysis to management and interfacing with a diverse group of engineering and construction professionals.
