Role Context
The Planning Engineer - Project Controls will support planning, scheduling, cost control, progress tracking, and performance reporting for major roads, bridges, transportation, and infrastructure projects in Dubai. The role connects technical project data with delivery decisions by maintaining project baselines, analyzing schedule movement, measuring earned value, reviewing cost and labor performance, and identifying trends before they become major delays or commercial risks. Strong Primavera P6 capability, structured reporting, and practical understanding of project controls are essential for this position.
Key Responsibilities
* Develop, update, and maintain Work Breakdown Structures for small to medium-sized infrastructure and transportation projects.
* Prepare and control project schedules using Oracle Primavera P6 in line with drawings, specifications, project scope, and delivery requirements.
* Assist in establishing baseline data by reviewing contract documents, approved drawings, specifications, activity sequences, and construction priorities.
* Monitor schedule progress, identify delays, and analyze performance trends to support accurate project decision-making.
* Conduct cost and schedule variance analysis to measure project efficiency and highlight potential impacts on time, budget, and delivery outcomes.
* Apply earned value management, scope control, change management, and trend analysis methods across project planning activities.
* Analyze manpower, labor hours, productivity, and labor costs against approved budget limits and forecasted project requirements.
* Track purchase orders, subcontract commitments, expenditures, and cost-related project data to support integrated project reporting.
* Support monthly and weekly reporting by preparing schedule updates, progress summaries, trend data, forecast inputs, and project control dashboards.
* Participate in project cost review meetings, planning meetings, progress reviews, and coordination sessions with project teams.
* Review project financial data and identify risks that may affect schedule performance, cost exposure, or overall project outcomes.
* Support Time Impact Analysis activities by reviewing delay events, project sequences, critical paths, change impacts, and supporting documentation.
* Work with engineering, construction, commercial, procurement, and project management teams to keep planning information aligned with project goals.
* Assist in forecasting project performance by reviewing historical progress, current productivity, remaining work, and known delivery constraints.
* Contribute to the improvement of planning procedures, reporting tools, coding structures, progress measurement systems, and project control processes.
* Maintain organized planning records, baseline schedules, revised schedules, progress data, variance reports, change records, and project control documentation.
Ideal Profile
* Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
* Minimum 8 years of experience in planning, scheduling, or project controls.
* Previous experience on major transport, roads, bridges, infrastructure, or large civil engineering programs is strongly preferred.
* Advanced knowledge of Oracle Primavera P6 Project Management Software.
* Strong ability to develop, monitor, update, and control project schedules.
* Hands-on working knowledge of WBS coding structures, cost and schedule variance analysis, earned value management, project trends, contract changes, and claims support.
* Working knowledge of Time Impact Analysis techniques and delay-related project documentation.
* Strong understanding of construction sequencing, baseline development, progress measurement, productivity tracking, and forecast preparation.
* Ability to analyze manpower, labor hours, purchase orders, subcontract commitments, and cost data in relation to schedule performance.
* Good coordination skills with the ability to work across engineering, construction, commercial, procurement, and project management teams.
* Strong reporting ability with high attention to detail, analytical thinking, and clear presentation of planning data.
* Ability to manage multiple deadlines, technical inputs, and reporting requirements in a fast-paced infrastructure project environment.
