Role Summary
As PMC Project Manager, you will be accountable for delivering high-value infrastructure projects from inception to closeout, ensuring full compliance with client expectations, local authority regulations, and international standards. You will coordinate technical, contractual, commercial, and administrative activities across all project phases—establishing Parsons as the client’s trusted program partner.
Key Responsibilities
* Direct all project phases including design management, procurement oversight, construction monitoring, and closeout
* Lead multidisciplinary teams across engineering, finance, planning, and HSE
* Develop budgets, manage revenue forecasts, and control cost-to-completion
* Ensure timely invoicing, change order management, and client reporting
* Build and maintain key client relationships, supporting repeat business opportunities
* Serve as primary contact for stakeholders, subcontractors, and government entities
* Establish and enforce project governance protocols, QA/QC plans, and HSE compliance
* Provide technical leadership and resolve project execution risks
* Oversee staffing plans, performance management, and training for direct reports
* Represent Parsons at professional conferences, client presentations, and industry panels
Candidate Requirements
* Bachelor’s degree in Civil Engineering or related technical discipline
* Minimum 12 years experience managing large-scale civil infrastructure projects, with at least 8 years in the Middle East
* Proven experience delivering roads, utilities relocations, and complex urban infrastructure
* Minimum 5 years of UAE-specific experience including authority interface (ADM, DOT, ADDC, etc.)
* Strong financial acumen in budget control, billing cycles, and profit margin analysis
* Excellent client management, negotiation, and presentation skills
* Capable of leading technical teams, identifying growth opportunities, and mentoring staff
