Key Responsibilities
* Prepare utility infrastructure drawings, utility distribution layouts, and cross-section designs for major civil engineering projects.
* Develop and review utility corridor arrangements in line with authority standards, technical requirements, and project design objectives.
* Monitor progress of drawings, documentation, and submissions required for No Objection Certificates.
* Track utility NOCs and coordinate closely to ensure approvals are completed within project timelines.
* Liaise with government offices, service authorities, agencies, client teams, consultants, and contractors across Dubai and the UAE.
* Handle technical queries related to utility networks, authority requirements, existing services, design interfaces, and approval conditions.
* Attend coordination meetings and provide technical support to design teams throughout the NOC and authority approval process.
* Participate in project design meetings, review coordination issues, and recommend design improvements where required.
* Collect information from agencies, third-party consultants, contractors, and utility stakeholders to support drawings, reports, and client updates.
* Prepare weekly and monthly progress inputs related to utilities design, NOC status, authority coordination, and technical matters.
* Provide technical guidance to CAD designers, drafters, designers, and lower-level engineers working on the same project.
* Support design coordination for pipelines, connection chambers, pumping station works, and non-disruptive road crossings.
* Apply knowledge of existing infrastructure networks in Dubai to support practical and compliant design solutions.
* Coordinate emergency work requirements and interact professionally with public stakeholders and infrastructure authorities when required.
* Advise clients on suitable systems, materials, products, and sustainability options for irrigation and water feature systems.
* Use CAD, Primavera P3, MS Office, and related engineering software to support design, coordination, reporting, and project tracking.
* Perform additional utilities engineering responsibilities connected to project delivery as required.
Ideal Profile
The ideal candidate is a senior utilities engineer with strong design coordination experience, proven authority liaison capability, and deep understanding of utility infrastructure standards in Dubai and the wider UAE. This role requires a professional who can manage technical details while communicating confidently with clients, authorities, consultants, contractors, and internal project teams.
* Bachelor\'s degree in Engineering is preferred.
* Minimum 11 years of related work experience in utilities engineering, infrastructure design, and authority coordination.
* Strong experience in utility infrastructure, utility cross-sections, utility distribution, NOC processes, and multidisciplinary design coordination.
* Knowledge and work experience with pipelines, connection chambers, pumping station works, and non-disruptive road crossings.
* Full working knowledge of existing infrastructure networks in Dubai.
* Familiarity with local service authority regulations, standards, requirements, and approval procedures.
* Proven experience dealing with government authorities in Dubai and the Northern Emirates, including their NOC systems.
* Experience managing technical coordination for emergency works and public-facing infrastructure activities.
* Strong written and verbal communication skills with the ability to explain technical issues clearly.
* Good understanding of infrastructure materials, systems, sustainability considerations, and water-related utility solutions.
* Strong computer skills with experience in CAD, Primavera P3, MS Office, and engineering software packages.
* Master\'s degree in Engineering or a related field would be an advantage.
* Excellent organization skills with a collaborative approach to working across disciplines.
