Role Context
The Project Director - Roads and Utilities will lead the full lifecycle delivery of major infrastructure works within large-scale development and construction programs. The role acts as the senior point of contact for clients, consultants, contractors, authorities, and internal teams, ensuring that roads, utility networks, enabling works, and associated infrastructure packages are delivered safely, commercially, technically, and operationally in line with project objectives. This position has direct impact on programme performance, stakeholder confidence, quality outcomes, risk control, and long-term infrastructure value.
Key Responsibilities
* Act as the primary project representative for clients, contractors, consultants, government authorities, regulatory bodies, and senior stakeholders.
* Lead delivery of large-scale infrastructure projects with a strong focus on roads, utilities, civil works, and associated development infrastructure.
* Oversee project execution strategies, delivery plans, construction sequencing, health and safety frameworks, quality controls, and risk management processes.
* Manage and direct multidisciplinary engineering, construction, supervision, commercial, planning, and project controls teams.
* Ensure resources are properly allocated, responsibilities are clear, and project teams remain aligned with delivery milestones and client expectations.
* Monitor project progress, budgets, schedules, KPIs, procurement status, contractor performance, and critical delivery interfaces.
* Identify risks, delays, cost pressures, quality issues, authority constraints, and stakeholder concerns, then drive corrective actions before they affect delivery.
* Lead commercial discussions related to scope changes, claims, variations, contract interpretation, cost impacts, and project recovery strategies.
* Ensure project works comply with local regulations, infrastructure standards, client requirements, authority approval conditions, and contractual obligations.
* Provide regular reporting to senior stakeholders on project status, milestones, risks, constraints, commercial matters, and key decisions required.
* Support stakeholder engagement by maintaining strong relationships with clients, master developers, consultants, contractors, authorities, and service providers.
* Drive accountability, performance discipline, safety culture, quality awareness, and delivery focus across all project teams.
* Promote continuous improvement, innovation, lessons learned, digital delivery, and best practices across infrastructure project execution.
* Align project delivery decisions with wider business objectives, development goals, stakeholder commitments, and long-term asset performance.
* Support authority coordination, approval processes, handover requirements, and regulatory compliance across roads and utilities infrastructure packages.
* Provide senior leadership, mentoring, and performance guidance to project teams to strengthen capability and delivery confidence.
Ideal Profile
* Bachelor\'s degree in Engineering or a related technical discipline.
* Minimum 20 years of experience in infrastructure project delivery, with a strong emphasis on construction execution.
* Proven track record delivering large-scale roads, utilities, and associated infrastructure projects.
* Mandatory Middle East experience with strong understanding of regional construction delivery environments.
* Extensive experience managing large multidisciplinary engineering, construction, supervision, planning, and commercial teams.
* In-depth knowledge of infrastructure standards, local regulations, construction methodologies, authority requirements, and approval processes.
* Experience working with major developers, government entities, PMC teams, client-side organizations, or developer-side project delivery structures is preferred.
* Strong familiarity with Abu Dhabi authorities, regulatory frameworks, stakeholder procedures, and infrastructure approval requirements is an advantage.
* Professional Engineer certification or equivalent professional qualification is an advantage.
* Strong commercial awareness with experience in claims, variations, scope changes, budget monitoring, and contract administration.
* Strategic mindset with the ability to connect project delivery performance to broader business and development objectives.
* Excellent communication, negotiation, reporting, stakeholder management, and executive presentation skills.
* Proven ability to drive performance, accountability, team development, and delivery discipline within large organizations.
