Role Context
The Project Manager - Water Infrastructure will manage the successful delivery of small to medium-sized infrastructure design projects, with focus on water and wastewater systems. Reporting to the Project Director or Program Manager, the role coordinates internal resources, design disciplines, subcontractors, vendors, procurement inputs, and client requirements to keep projects aligned with contractual obligations, budget limits, schedules, quality expectations, and Parsons procedures. Strong planning, stakeholder management, contract administration, and leadership are essential to maintain delivery momentum and protect project outcomes.
Key Responsibilities
* Lead the planning, execution, monitoring, and delivery of water, wastewater, and related infrastructure design projects.
* Develop project scope, budgets, schedules, resource plans, delivery strategies, and implementation plans.
* Manage client relationships and act as the primary point of contact for project requirements, deliverables, approvals, and expectations.
* Coordinate multidisciplinary design teams, subcontractors, vendors, procurement teams, and internal project resources.
* Monitor project performance against approved budgets, schedules, resource plans, quality standards, and contractual commitments.
* Identify risks, delivery challenges, interface issues, and project constraints, then implement corrective actions.
* Lead project staffing, team development, mentoring, performance review, and coordination of direct reports.
* Ensure compliance with quality, safety, security, commercial, and contractual requirements throughout the project lifecycle.
* Manage project documentation, reporting, correspondence, records, change control, and contract variation processes.
* Review and negotiate scope changes with clients, subcontractors, and relevant stakeholders where required.
* Chair project meetings, lead coordination discussions, and provide clear progress updates to stakeholders.
* Maintain accurate records of project activities, decisions, performance status, risks, actions, and deliverables.
* Review bid documents and support procurement, tendering, subcontractor engagement, and commercial evaluations when required.
* Coordinate with authority-facing teams to support submissions, approvals, clarifications, and design compliance requirements.
* Ensure design deliverables are completed in line with client expectations, technical requirements, and agreed project milestones.
* Support cost control by reviewing resource usage, procurement needs, commercial impacts, and change-related implications.
* Apply project management principles to maintain delivery discipline across competing priorities and fast-moving project demands.
* Promote collaborative working between engineering, architecture, construction management, commercial, procurement, and client teams.
* Support senior leadership with project reporting, delivery strategy, performance updates, and decision-making information.
* Perform other project management duties required to ensure successful project completion.
Ideal Profile
* Bachelor degree in Engineering, Architecture, Construction Management, or a related technical discipline.
* Minimum 14 years of relevant experience in infrastructure design and project management.
* Minimum 3 years of leadership experience managing multidisciplinary teams.
* Abu Dhabi project experience is required.
* Proven experience delivering complex infrastructure design projects within budget and schedule constraints.
* Strong knowledge of water infrastructure, wastewater infrastructure, design coordination, project delivery, and engineering project controls.
* Solid understanding of project management principles, contract administration, commercial management, and change control.
* Excellent stakeholder management, negotiation, client-facing communication, and relationship-building skills.
* Ability to lead teams, manage competing priorities, and perform effectively in a fast-paced project environment.
* Strong analytical, problem-solving, decision-making, planning, and reporting capabilities.
* Professional project management certification such as PMP, PRINCE2, or equivalent is preferred.
* Experience delivering major infrastructure projects in the UAE or GCC region will be an advantage.
* Familiarity with local authority requirements and approval processes is preferred.
* Chartered Engineer status or equivalent professional accreditation will be an advantage.
* Experience managing multidisciplinary consultants and international project teams is beneficial.
