Role Context
The QA-QC Manager - Rail Quality will lead quality assurance and quality control across the design and pre-contract stages of a major railway programme. The role focuses on building a reliable Project Quality Management Plan, controlling design review workflows, monitoring compliance, managing non-conformances, and improving consistency across complex multidisciplinary deliverables. By embedding strong quality governance early in the project lifecycle, the position helps reduce design risks, improve tender readiness, strengthen stakeholder confidence, and support smooth transition into future project execution phases.
Key Responsibilities
* Develop, implement, and maintain the Project Quality Management Plan in line with ISO standards, client requirements, regulatory expectations, and project procedures.
* Establish quality processes for design development, deliverable review, verification, approval workflows, and multidisciplinary coordination.
* Lead internal quality audits, design reviews, compliance checks, and procedural assessments across project teams.
* Monitor non-conformances, quality observations, corrective actions, preventive actions, and close-out records.
* Coordinate with engineering, design, document control, commercial, procurement, and stakeholder teams to ensure quality requirements are embedded across all project outputs.
* Review design submissions for consistency, traceability, completeness, technical accuracy, and compliance with approved project standards.
* Support tender documentation by ensuring quality requirements, review procedures, deliverable expectations, and compliance obligations are clearly defined.
* Maintain proper document control, revision tracking, submission history, review comments, and traceability for design deliverables.
* Establish quality performance indicators and monitor trends related to design quality, review cycles, audit findings, and deliverable consistency.
* Liaise with the client, consultants, stakeholders, and internal leadership on quality-related matters, audit outcomes, and improvement actions.
* Promote continuous improvement by identifying process gaps, recurring quality issues, and opportunities to improve design assurance workflows.
* Provide guidance and training to team members on quality procedures, document standards, audit readiness, non-conformance control, and review discipline.
* Support management reporting through clear quality dashboards, audit summaries, NCR logs, performance indicators, and quality improvement updates.
* Ensure quality records are complete, accessible, properly controlled, and aligned with project documentation standards.
* Encourage a culture of accountability, accuracy, and proactive quality ownership across multidisciplinary project teams.
Ideal Profile
* Bachelor’s degree in Engineering, Quality Management, or a related technical discipline.
* Minimum 15 years of experience in quality management across infrastructure, engineering, rail, metro, or transportation projects.
* Proven experience managing QA-QC processes during design, pre-contract, tender, or early project development stages.
* Strong background in rail or metro projects is required.
* ISO 9001 Lead Auditor certification or an equivalent quality qualification will be an advantage.
* Good understanding of multidisciplinary design processes involving civil, structural, systems, architectural, MEP, rail, utilities, and interface coordination.
* Familiarity with international quality standards, regulatory requirements, design assurance practices, and project governance frameworks.
* Strong experience in audits, non-conformance management, corrective actions, preventive actions, and continuous improvement.
* Ability to review complex design deliverables with attention to consistency, traceability, approval status, and quality compliance.
* Strong communication and stakeholder management skills for working with clients, consultants, designers, and project leadership.
* Experience in complex multi-stakeholder project environments, preferably within the GCC.
* High attention to detail with the ability to manage quality across large volumes of technical documentation and design submissions.
* Capable of guiding teams, improving processes, resolving quality issues, and maintaining high standards in a demanding project environment.
