Role Context

The QA-QC Materials Engineer - Stormwater will help ensure that works and materials for large stormwater pump installations, submarine or marine pipelines, electromechanical interfaces, earthworks, and related infrastructure components are delivered in line with project specifications, client requirements, international standards, and contractual obligations. The position has a key role in protecting quality, durability, safety, material traceability, laboratory accuracy, vendor performance, and final asset handover across the construction phase.

Key Responsibilities

* Supervise and inspect civil, structural, stormwater, pipeline, and related construction activities to confirm compliance with approved drawings, project specifications, and quality standards.
* Conduct regular site inspections, quality audits, surveillance checks, and workmanship reviews across assigned infrastructure activities.
* Review and approve material submittals, mix designs, technical specifications, vendor data, and supporting documents for stormwater, electromechanical, earthworks, and infrastructure components.
* Monitor the materials testing program to verify compliance with ASTM, AASHTO, BS, EN, ADQCC, and project-specific requirements.
* Review and audit materials testing laboratories, including calibration records, accreditation status, testing procedures, sample handling, and reporting accuracy.
* Advise project teams on material selection, durability, performance suitability, and long-term behavior under local soil conditions and UAE climatic exposure.
* Develop, implement, and maintain QA-QC plans, procedures, protocols, inspection systems, and quality controls aligned with contract requirements.
* Review and approve construction methods, workmanship standards, equipment suitability, and quality procedures before and during site execution.
* Ensure QA-QC activities are carried out in compliance with HSE requirements, safety regulations, and project procedures.
* Coordinate with project teams, design engineers, clients, contractors, laboratories, and suppliers to resolve material and quality issues quickly.
* Participate in technical reviews, design coordination meetings, site inspections, and quality discussions to assess material compliance and in-situ performance.
* Review contractor submittals related to materials, quality plans, source approvals, method statements, inspection requirements, and supply chain controls.
* Verify conformity of materials and equipment before shipment, delivery, storage, and installation.
* Prepare, maintain, and control quality documentation, including inspection reports, test reports, NCRs, corrective action records, audit findings, and quality registers.
* Maintain and update the Approved Vendors List to ensure suppliers and approved sources continue to meet technical, regulatory, and quality criteria.
* Conduct periodic performance reviews of vendors, suppliers, laboratories, and production facilities.
* Ensure non-conforming works or materials are identified, reported, controlled, corrected, and closed in accordance with project procedures.
* Support quality trend analysis, risk identification, and reporting to help improve construction quality and reduce recurring defects.
* Prepare and complete materials and quality documentation required for project handover, close-out, archiving, and Asset Transfer System requirements.
* Mentor junior QA-QC staff and inspectors by providing technical guidance on inspections, documentation, standards, and material verification.
* Perform other responsibilities associated with QA-QC materials engineering as assigned by project leadership.

Ideal Profile

* Bachelor degree in Civil Engineering or a related discipline.
* Minimum 10 years of experience on infrastructure projects involving large stormwater systems, pump stations, and submarine or marine pipeline development.
* Strong ability to read and interpret drawings, plans, technical specifications, quality documents, material submittals, and construction records.
* Thorough familiarity with construction processes, materials testing, workmanship controls, and QA-QC practices for major infrastructure works.
* Experience within Abu Dhabi or UAE infrastructure projects and familiarity with local authority procedures is preferred.
* Education equivalency certificate required where applicable under Abu Dhabi or UAE regulations.
* ADM or DMT license is highly preferred.
* Strong knowledge of ASTM, AASHTO, BS, EN, ADQCC, and related international or local material standards.
* Experience reviewing laboratory procedures, test reports, equipment calibration, quality documentation, and vendor compliance records.
* Ability to manage multiple client, contractor, consultant, and authority requirements on complex infrastructure projects.
* Strong HSE awareness with the ability to identify quality-related hazards and support safe site execution.
* Able to manage competing priorities in a fast-paced construction environment while maintaining accuracy and quality discipline.
* Strong communication, coordination, mentoring, and reporting skills for working with multidisciplinary project teams.
