Role Context

The Quantity Surveyor supports the Senior Quantity Surveyor and Resident Engineer by maintaining accurate commercial control across day-to-day site activities. The role verifies completed work, checks contractor payment applications, assists with variations and claims, tracks contractual records, and helps prepare final account information in line with project specifications and the Conditions of Contract. By keeping measurements, registers, payment records, notices, and cost trackers accurate, this position helps reduce commercial risk and supports transparent infrastructure project delivery in Dubai.

Key Responsibilities

* Carry out joint measurement of executed works with the contractor quantity surveying team at site.
* Check quantities included in contractor monthly Interim Payment Applications against drawings, BoQ, site records, and approved work status.
* Apply the project-specified method of measurement, including POMI, CESMM, SMM7, or equivalent standards, consistently across assigned work items.
* Prepare Interim Payment Certificates with supporting measurement sheets and back-up records.
* Assist in reviewing variation submissions, site instructions, engineer instructions, and related commercial impacts.
* Prepare detailed take-offs, rate build-ups, cost estimates, and pricing support for variation assessments.
* Maintain the Variation Register with accurate status updates, supporting documentation, pricing details, and approval references.
* Coordinate with the contractor QS team to clarify and resolve measurement, valuation, and pricing queries.
* Assist in reviewing contractor claims for additional payment and Extension of Time.
* Compile contemporaneous records, site diaries, progress details, and supporting data for claims assessment.
* Prepare draft responses, claim summaries, and commercial analyses for review by the Senior Quantity Surveyor.
* Maintain trackers for BoQ utilization, provisional sums, prime cost items, dayworks, contingencies, and related commercial allowances.
* Assist in preparing monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
* Highlight cost overruns, BoQ exhaustion, commercial risks, and possible budget issues to the Senior Quantity Surveyor.
* Maintain records of correspondence, notices, instructions, approvals, and contractual communications in line with contract procedures.
* Track contractual notices, time bars, key dates, and submission deadlines.
* Verify that contractor insurances, bonds, guarantees, and required commercial documents remain valid and properly filed.
* Review commercial aspects of subcontractor and supplier submissions when required.
* Cross-check payments to nominated subcontractors as reflected in contractor Interim Payment Applications.
* Carry out regular site visits to measure and record works in progress, including roadworks, structures, utilities, bridges, tunnels, and associated civil works.
* Maintain measurement books, site instruction registers, daywork records, and commercial site files.
* Coordinate with site engineers and inspectors to confirm quantities and quality status before measurement approval.
* Assist in preparing the final account, including variations, claims, adjustments, measurement schedules, and supporting documentation.
* Prepare back-up schedules, measurement sheets, and commercial records for the final statement.
* Support retention release and Defects Liability Period commercial matters.
* Report daily commercial activities, pending actions, and measurement progress to the Senior Quantity Surveyor.
* Attend site measurement meetings, commercial review meetings, and coordination discussions as required.
* Prepare weekly and monthly commercial update inputs for Resident Engineer reports.

Ideal Profile

* Bachelor’s degree in Quantity Surveying, Civil Engineering, or an equivalent discipline.
* Minimum 10 years of postgraduate experience in quantity surveying, contract administration, cost control, site measurement, or commercial project support.
* At least 7 years of experience on infrastructure projects such as roads, bridges, tunnels, utilities, transport networks, or major civil works.
* Minimum 4 years of UAE or GCC experience in infrastructure, construction, consultancy, or site supervision environments.
* Strong knowledge of methods of measurement including POMI, CESMM, SMM7, or equivalent standards.
* Practical understanding of RTA, DM, and DEWA commercial procedures.
* Awareness of current Dubai construction market rates, infrastructure pricing, and cost build-up methods.
* Strong measurement and take-off skills using drawings, BoQ items, site records, and completed works.
* Advanced Microsoft Excel skills for cost trackers, payment reviews, registers, and commercial reporting.
* Working knowledge of CCS Candy, CostX, AutoCAD, or similar tools for take-offs and commercial assessment.
* Good technical report writing ability for payment reviews, claim assessments, cost reports, and commercial summaries.
* Strong attention to detail when reviewing quantities, contractor submissions, variations, claims, notices, and payment records.
* Effective communication skills for coordination with contractors, consultants, site engineers, inspectors, planning teams, design teams, and client representatives.
* Ability to work in a site-based role with disciplined documentation, accurate follow-up, and clear reporting.
* Professional approach to confidentiality, contract compliance, commercial accuracy, and stakeholder coordination.
