Role Context
The Senior Quantity Surveyor - Cost and Claims will provide commercial
leadership across complex infrastructure construction and supervision assignments. The position will review contractor and consultant valuations, verify measured work, assess variations and claims, and maintain clear financial records throughout the project lifecycle.
The role also carries responsibility for guiding quantity surveyors, coordinating contractual correspondence, and advising clients and project leadership on payment entitlement, forecast exposure, and final account matters. Detailed knowledge of FIDIC, CESMM, and prime contract administration will be essential.
Key Responsibilities
* Administer contractual and commercial correspondence for assigned roads and infrastructure packages.
* Review interim and final measurements against drawings, bills of quantities, inspection records, and verified site progress.
* Examine contractor and consultant payment applications and confirm the accuracy of submitted quantities and values.
* Prepare, review, and process payment certificates in accordance with contract conditions.
* Maintain payment records, variation registers, claims logs, and supporting commercial documentation.
* Review BOQ recapitulations and investigate inconsistencies in quantities, rates, or valuation totals.
* Assess monthly financial reports and provide clear analysis of commitments, expenditure, liabilities, and forecast costs.
* Prepare or review variation submissions, revised quantities, and proposed new rates.
* Evaluate Change Orders and Variation Orders before recommending approval.
* Examine claims for additional payment, delay, disruption, and changes to the contracted scope.
* Review entitlement, contractual compliance, records, and cost impact when assessing claims.
* Draft and review contractual notices, commercial letters, recommendations, and formal responses.
* Coordinate with engineers and construction supervision personnel on claims and contract-related matters.
* Guide quantity surveyors in applying correct measurement methods and valuation procedures.
* Support budgeting, cost planning, forecasting, and expenditure monitoring.
* Identify unresolved changes, potential overruns, disputed valuations, and emerging commercial risks.
* Review tender documents, commercial schedules, tender comparisons, and evaluation reports.
* Analyze proposed rates using contractual prices, resource build-ups, supplier quotations, and relevant market data.
* Participate in commercial negotiations with contractors, consultants, and client representatives.
* Maintain auditable records supporting all payment, variation, claim, and cost recommendations.
* Assist with preparation, negotiation, and settlement of final accounts.
* Ensure commercial documentation is complete and properly structured for audit and project closeout.
* Provide management-level advice on contractual interpretation, payment matters, and financial exposure.
* Allocate tasks to quantity surveying staff and monitor the quality and timeliness of their outputs.
* Coordinate commercial priorities with clients, consultants, contractors, and project management teams.
Ideal Profile
* Bachelor\'s or master\'s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
* Minimum 15 years of quantity surveying, commercial management, or contract administration experience.
* Extensive experience administering prime contracts for major road and infrastructure projects.
* Professional membership such as MRICS is highly preferred.
* Other relevant professional or chartered membership will be advantageous.
* Strong working knowledge of FIDIC, CESMM, and recognized measurement standards.
* Proven experience reviewing valuations, payment certificates, variations, claims, and final accounts.
* Ability to interpret BOQs, engineering drawings, technical specifications, and contract documents.
* Demonstrated ability to guide commercial teams and perform effectively in a management capacity.
* Previous experience with an engineering consultancy, supervision consultant, or PMC organization is preferred.
* Relevant work experience in Dubai or elsewhere in the UAE is strongly desirable.
* UAE client approvals will be an advantage.
* Working knowledge of commercial reporting and contract administration software.
* Excellent written and spoken English communication skills.
