Role Context

The Quantity Surveyor will support the commercial administration of infrastructure works by measuring completed activities, reviewing payment applications, preparing interim payment certificates, evaluating variations, and maintaining accurate records for cost control and contract administration. The role requires regular coordination with contractor quantity surveyors, site engineers, inspectors, subcontractors, suppliers, and senior commercial staff.

This position contributes to financial accuracy, contract compliance, transparent reporting, and timely commercial decision-making across roadworks, structures, utilities, and associated infrastructure packages.

Key Responsibilities

* Carry out joint measurement of completed works with the contractor’s quantity surveying team on site.
* Check and verify quantities in contractor interim payment applications against drawings, BoQ, site records, and approved work status.
* Apply the project method of measurement consistently, including POMI, CESMM, or equivalent project-specific standards.
* Prepare interim payment certificates and supporting commercial documentation for review.
* Assist in evaluating variation submissions, site instructions, engineer’s instructions, and change-related cost impacts.
* Prepare detailed take-offs, rate build-ups, cost estimates, and measurement calculations for variation assessment.
* Maintain the variation register with supporting documents, correspondence, pricing details, and approval status.
* Liaise with contractor quantity surveyors to clarify measurement, valuation, and pricing queries.
* Support review of contractor claims for additional payment, Extension of Time-related cost matters, and prolongation elements.
* Compile contemporaneous records, site diaries, dayworks records, photographs, and supporting evidence for claims assessment.
* Prepare draft commercial responses, claim summaries, and cost analyses for review by the Senior Quantity Surveyor.
* Maintain trackers for BoQ utilization, provisional sums, prime cost items, dayworks, contingencies, and commercial risks.
* Assist in preparing monthly cost reports, cash flow forecasts, and anticipated final cost reports.
* Highlight cost overruns, exhausted BoQ items, abnormal usage trends, and commercial exposure to senior commercial staff.
* Maintain proper records of contractual correspondence, notices, instructions, approvals, guarantees, bonds, and insurance documents.
* Track contractual notices, time bars, submission deadlines, and key commercial obligations under the conditions of contract.
* Review commercial aspects of subcontractor and supplier submissions where required.
* Cross-check nominated subcontractor payments included in contractor payment applications.
* Conduct regular site visits to measure and record works in progress across roadworks, structures, utilities, and related infrastructure activities.
* Maintain measurement books, site instruction registers, dayworks records, and supporting quantity verification files.
* Coordinate with site engineers and inspectors to confirm quality status before certifying measured works.
* Support final account preparation, reconciliation of measured quantities, variation closeout, and commercial handover records.

Ideal Profile

* Bachelor’s degree or diploma in Quantity Surveying, Civil Engineering, Construction Management, or a related commercial construction discipline.
* Proven experience as a Quantity Surveyor on infrastructure, roads, utilities, structures, or engineering construction projects.
* Good understanding of BoQ measurement, interim payment applications, interim payment certificates, variations, claims, and final account support.
* Familiarity with Conditions of Contract, payment procedures, commercial notices, time bars, bonds, guarantees, and insurance record tracking.
* Ability to read drawings, specifications, BoQ documents, site instructions, and construction records accurately.
* Practical knowledge of measurement standards such as POMI, CESMM, or similar project-based methods of measurement.
* Experience preparing take-offs, rate build-ups, cost estimates, cost reports, cash flow forecasts, and commercial registers.
* Strong coordination skills for working with contractors, site engineers, inspectors, subcontractors, suppliers, and senior quantity surveyors.
* Ability to maintain accurate commercial records, measurement books, dayworks data, and claim support documents.
* Good analytical ability with attention to detail in quantity verification, payment review, and cost risk identification.
* Proficiency in Microsoft Excel, cost tracking tools, document control systems, and construction-related software.
* Strong written and spoken communication skills with the ability to prepare clear commercial summaries and technical correspondence.
