Role Context
The Quantity Surveyor supports the site-based project team by maintaining strong commercial control over executed works, payment applications, measurements, variations, claims, and contract records. The role helps ensure that quantities are properly verified, contractor submissions are assessed against drawings and BoQ requirements, and cost movements are documented in line with the Conditions of Contract. By coordinating with the Senior Quantity Surveyor, contractor QS team, engineers, inspectors, planning team, and design team, this position improves payment accuracy, reduces commercial risk, and supports disciplined delivery of Dubai infrastructure projects.
Key Responsibilities
* Carry out joint measurement of executed works with the contractor quantity surveying team at site.
* Check and verify quantities included in contractor monthly Interim Payment Applications against drawings, BoQ, site records, and project requirements.
* Apply the project-specified method of measurement, including POMI, CESMM, SMM7, or equivalent standards, consistently across assigned work packages.
* Prepare Interim Payment Certificates and supporting measurement documentation for review and processing.
* Assist in evaluating variation submissions, site instructions, engineer instructions, and change-related cost impacts.
* Prepare detailed quantity take-offs, rate build-ups, cost estimates, and commercial back-up for variations.
* Maintain the Variation Register with accurate supporting documents, pricing details, approvals, and status updates.
* Liaise with the contractor QS team to clarify measurement, pricing, and valuation queries.
* Assist in reviewing contractor claims for additional payment and Extension of Time.
* Compile contemporaneous records, site diaries, inspection information, and supporting data for claims assessment.
* Prepare draft claim analyses, commercial summaries, and response inputs for review by the Senior Quantity Surveyor.
* Maintain trackers for BoQ utilization, provisional sums, prime cost items, dayworks, contingencies, and related commercial items.
* Assist in preparing monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
* Highlight cost overruns, BoQ exhaustion, commercial exposure, and potential risks to the Senior Quantity Surveyor.
* Maintain organized records of correspondence, contractual notices, approvals, instructions, and commercial documentation.
* Track contractual notices, time bars, submission dates, and key contract deadlines.
* Verify that contractor insurances, bonds, guarantees, and required commercial documents remain valid and properly filed.
* Review commercial aspects of subcontractor and supplier submissions where required.
* Cross-check nominated subcontractor payment information reflected in contractor Interim Payment Applications.
* Conduct regular site visits to measure and record works in progress, including roadworks, structures, bridges, tunnels, utilities, and associated infrastructure elements.
* Maintain accurate measurement books, site instruction registers, daywork records, and commercial site files.
* Coordinate with site engineers and inspectors to verify completed quantities and quality status before measurement approval.
* Assist in preparing final account documentation, including variations, claims, adjustments, measurement schedules, and supporting records.
* Prepare measurement sheets, back-up schedules, and commercial documentation required for the final statement.
* Support retention release and Defects Liability Period commercial matters.
* Report daily commercial activities, measurement updates, and pending issues to the Senior Quantity Surveyor.
* Attend site measurement meetings, commercial review meetings, and coordination discussions as required.
* Prepare weekly and monthly commercial update inputs for Resident Engineer reports.
Ideal Profile
* Bachelor’s degree in Quantity Surveying, Civil Engineering, or an equivalent discipline.
* Minimum 10 years of postgraduate experience in quantity surveying, cost control, measurement, contract administration, or commercial project support.
* At least 7 years of experience on infrastructure projects such as roads, bridges, tunnels, utilities, civil works, or transport-related developments.
* Minimum 4 years of UAE or GCC experience in infrastructure or construction project environments.
* Strong knowledge of methods of measurement including POMI, CESMM, SMM7, or equivalent standards.
* Practical understanding of RTA, DM, and DEWA commercial procedures.
* Awareness of current Dubai construction market rates, infrastructure pricing, and cost build-up methods.
