Key Responsibilities
* Prepare detailed cost estimates for infrastructure projects including roads, bridges, and utilities
* Develop and analyze bills of quantities for tender submissions
* Review and evaluate contractor tenders and prepare tender documentation
* Assist with procurement strategies and contract document preparation
* Conduct value engineering to achieve cost-efficient design solutions
* Undertake detailed quantity measurements for cost plans and BOQs
* Implement and monitor cost control procedures at pre-contract stage
* Prepare viability studies and detailed estimates for budgeting purposes
* Support financial claim assessments and variation evaluations
* Prepare and negotiate change orders with clients and contractors
* Conduct market rate benchmarking, tender return analysis, and database updates
* Collaborate with design teams to ensure accuracy and cost alignment
* Provide input for contract administration and documentation
Ideal Profile
* Bachelor’s degree in Quantity Surveying, Civil Engineering, or related discipline
* Minimum 3 years’ experience in pre-contract QS for infrastructure projects
* Professional certification (RICS or equivalent) is an advantage
* Strong command of cost estimation tools, ideally CostX
* Excellent numerical, analytical, and reporting capabilities
* Strong understanding of infrastructure costing, tendering, and procurement
* Knowledge of UAE construction regulations and standards
* Strong negotiation and communication skills
* Ability to work under pressure and meet tight deadlines
