Quantity Surveyor – Stormwater Projects – Parsons Corporation – Abu Dhabi, UAE
Position Overview
This Quantity Surveyor role supports Parsons’ Stormwater PMC team in the Al Dhafra region. The position manages cost estimation, budgeting, commercial reviews, contract administration, and financial reporting for stormwater infrastructure projects, ensuring cost-effective delivery and compliance with Abu Dhabi project standards.

Key Responsibilities
* Estimate project costs and manage overall budget performance for stormwater works
* Assess initial project costs and monitor progress to ensure quality and cost compliance
* Review contractor claims and prepare formal submittals for approval
* Review consultants’ and contractors’ monthly invoices, KPI evaluations, and prepare documentation
* Maintain accurate records of stormwater assets and project-related work orders
* Measure and price works based on contract drawings, specifications, and BOQs
* Handle post-contract QS tasks including interim and final payments, variations, claims, and contractual correspondence
* Ensure completeness and validity of contractual requirements and documentation
* Advise on resource allocation for consultants and contractors
* Audit payments and review valuation submissions
* Verify and record completed work quantities with proper measurement documentation
* Prepare variations, dayworks, and contract cost forecasts
* Maintain detailed expenditure and cost records across project lifecycle
* Review, negotiate, and support claim settlement processes
* Coordinate and monitor QS-related tasks across the PMC team
* Prepare monthly financial statements and contribute to project reporting
Ideal Profile
* Bachelor’s degree in engineering with minimum 10 years of experience in quantity surveying
* Strong knowledge of CESMME and FIDIC contract frameworks
* Ability to undertake standard estimating and QS functions for engineering and construction projects
* Familiarity with construction contract documents, design drawings, and specifications
* Experience using project controls software and DMCS (Document and Materials Control System)
* Registered engineer in Abu Dhabi or holding UAE equivalency certificate
* Strong English communication skills and ability to present commercial data clearly
* Experience with AutoCAD is an advantage
