Role Context
The Rail Communications Expert - Systems will support Parsons by providing technical leadership across all rail communications systems from feasibility and design through tender support, delivery, testing, commissioning, trial operations, and operational readiness. The position ensures reliable, secure, and integrated communication between operational systems, passenger-facing systems, control environments, rail subsystems, and airport-related interfaces where applicable.
Key Responsibilities
* Lead the design, development, and integration of rail communications systems across feasibility, detailed design, tender support, and delivery stages.
* Define system architecture, technical specifications, performance requirements, and interface requirements for railway communication systems.
* Develop technical inputs for telecom networks, fiber optic systems, radio systems, public address, CCTV, passenger information systems, and operational communications.
* Ensure rail communications systems are fully integrated with signalling, ATC, CBTC, SCADA, AFC, OCC, depot systems, rolling stock, and other rail subsystems.
* Support integration with relevant airport systems, including passenger information, operational communications, and baggage handling interfaces where applicable.
* Support preparation of Design and Construct tender documentation, including technical specifications, performance criteria, and interface definitions.
* Coordinate interface management activities and support alignment with project interface procedures and Interface Control Documents.
* Support systems engineering processes including requirements management, verification, validation, traceability, and configuration control.
* Develop and support testing and commissioning strategies including FAT, SAT, SIT, integrated testing, trial operations, and operational readiness activities.
* Identify technical risks related to communication networks, system integration, operational interfaces, and performance requirements.
* Recommend practical mitigation measures to resolve communication system risks and maintain project delivery quality.
* Review technical documentation, contractor submissions, design reports, system architecture drawings, and communication interface requirements.
* Coordinate with designers, contractors, operators, airport stakeholders, authorities, and multidisciplinary project teams.
* Support configuration management and change management processes related to communication systems and project interfaces.
* Provide technical guidance to junior engineers and contribute to team development across rail communications workstreams.
* Ensure compliance with project specifications, international standards, railway communication best practices, and operational requirements.
Ideal Profile
* Bachelor’s degree in Telecommunications Engineering, Electronics Engineering, Electrical Engineering, or an equivalent engineering discipline from a recognized university.
* Minimum 15 years of experience in the AECO industry or a relevant technical field.
* Minimum 10 years of experience in rail projects or rail operations in Dubai, the GCC, or international markets.
* Master’s degree, professional certification, or membership with a recognized engineering institute will be an advantage.
* Extensive experience in rail communications systems design, integration, and implementation for large-scale infrastructure projects.
* Strong experience integrating rail communications with signalling, OCC, SCADA, AFC, depot systems, and other railway systems.
* Proven ability to manage technical and management aspects of complex rail or transportation projects.
* Experience coordinating with multiple stakeholders, contractors, operators, authorities, and multidisciplinary engineering teams.
* Experience in airport-integrated rail systems will be highly desirable.
* Exposure to passenger information systems, operational communications, and baggage handling system interfaces will be an advantage.
* Strong understanding of international standards and best practices for rail communications systems.
* Excellent communication, leadership, presentation, coordination, and problem-solving skills.
* Detail-oriented and analytical approach with high accuracy in design planning, technical review, and execution.
