Role Context
The Rail Communications Expert - Systems will lead the technical development and integration of communication systems that support safe, secure, and reliable railway operations. The role connects operational communications, passenger-facing systems, control systems, station infrastructure, rail subsystems, airport-related interfaces, and testing activities into one coordinated delivery approach. By ensuring communication systems are properly designed, specified, integrated, verified, and commissioned, the position helps strengthen operational performance, passenger experience, system resilience, and project readiness.
Key Responsibilities
* Lead the design, development, and integration of rail communications systems across feasibility, concept design, detailed design, tender support, delivery, testing, commissioning, and operational readiness stages.
* Define system architecture, technical specifications, performance requirements, and interface requirements for railway telecommunications and operational communication systems.
* Develop communication system solutions covering telecom networks, fiber optics, radio systems, public address, CCTV, passenger information systems, and operational communications.
* Ensure communications systems integrate effectively with signalling, ATC, CBTC, SCADA, AFC, OCC, depot systems, station systems, and related rail subsystems.
* Support airport-integrated rail interfaces where applicable, including passenger information systems, operational communications, airport systems, and Baggage Handling Systems connections.
* Prepare and review Design and Construct tender documentation, including technical specifications, performance criteria, interface definitions, and system delivery requirements.
* Coordinate interface management activities between communications systems, civil infrastructure, stations, depots, rolling stock, operational systems, airport interfaces, and multidisciplinary project teams.
* Support Systems Engineering processes including requirements management, verification planning, validation strategy, traceability, and integration assurance.
* Develop testing and commissioning strategies covering FAT, SAT, SIT, integrated testing, trial operations, system performance checks, and operational readiness.
* Identify technical risks, interface conflicts, system performance concerns, compliance gaps, and delivery constraints related to rail communications systems.
* Develop practical mitigation measures for communication system risks, interface issues, testing gaps, and operational limitations.
* Ensure communications systems comply with project specifications, safety requirements, international standards, railway operational needs, and approved technical requirements.
* Provide technical leadership to project managers, design teams, contractors, system suppliers, and junior engineers throughout project delivery.
* Support configuration and change management processes by reviewing technical changes, assessing impacts, and maintaining alignment with approved baselines.
* Facilitate technical workshops, design reviews, stakeholder meetings, coordination sessions, and system integration discussions.
* Coordinate with authorities, operators, stakeholders, contractors, and specialist providers to align communications systems with operational and regulatory expectations.
* Guide junior engineers and design professionals by providing technical review, mentoring, problem-solving support, and delivery-focused direction.
Ideal Profile
* Bachelor’s degree in Telecommunications Engineering, Electronics Engineering, Electrical Engineering, or an equivalent engineering discipline from a recognized university.
* Minimum 15 years of experience in the AECO industry, rail communications, telecom systems, transportation systems, or a relevant technical field.
* Minimum 10 years of experience in rail projects, rail operations, or major transportation infrastructure in Dubai, the GCC, or international markets.
* Extensive experience in rail communications systems design, development, implementation, and integration on large-scale infrastructure projects.
* Strong understanding of railway communications interfaces with signalling, OCC, SCADA, AFC, depot systems, station systems, and other rail technologies.
* Proven ability to manage technical and coordination scope on complex rail, metro, transportation, or infrastructure projects.
* Experience with airport-integrated rail systems, passenger information systems, operational communications, and Baggage Handling Systems interfaces is highly desirable.
* Strong knowledge of international standards, best practices, safety expectations, and operational requirements for rail communications systems.
* Master’s degree, professional certification, or membership of a recognized engineering institute will be an advantage.
* Strong leadership and team management skills with the ability to mentor engineers and guide design professionals.
* Excellent communication and presentation skills with the ability to engage senior stakeholders, operators, contractors, and multidisciplinary teams.
* Analytical and detail-oriented approach with the ability to solve complex engineering and integration challenges.
