Role Context
The Resident Engineer will manage construction supervision for roads and infrastructure project elements, including utilities, pumping stations, community development works, approvals, commissioning, and closeout. The role requires close coordination with clients, contractors, subcontractors, Dubai authorities, agencies, and internal project teams to ensure that works progress safely, efficiently, and in line with agreed requirements.
This position has direct responsibility for maintaining project quality, schedule discipline, stakeholder communication, and consultant-side control throughout the project lifecycle. The Resident Engineer will also ensure that Parsons’ contractual rights, responsibilities, and obligations are properly fulfilled.
Key Responsibilities
* Manage the scope of engineering work, site supervision activities, project schedules, change control, and closeout requirements for assigned project elements.
* Monitor progress against schedule and budget expectations, identifying delays, risks, and required corrective actions.
* Identify, document, and communicate changes in scope to project management and affected stakeholders.
* Coordinate with Dubai authorities, agencies, and service providers for approvals, NOCs, inspections, commissioning, clearances, and project handover.
* Interface with contractors and subcontractors to support compliance with contract conditions, technical specifications, procedures, and deliverables.
* Review work outputs to confirm that applicable codes, standards, procedures, and project quality requirements are being followed.
* Review and approve change orders within assigned authority and notify project management and relevant personnel of approved changes.
* Manage client expectations through clear communication, periodic updates, issue tracking, and transparent progress reporting.
* Liaise with authorities to support smooth project execution, service coordination, commissioning, and final handover.
* Ensure that Parsons’ rights and obligations are fulfilled throughout the construction supervision phase.
* Lead and coordinate supervision teams across roads, utilities, pumping stations, and community development infrastructure.
* Support resolution of technical, contractual, coordination, and stakeholder-related matters affecting project delivery.
* Guide engineers, inspectors, and site staff to maintain consistent standards in reporting, quality monitoring, safety compliance, and documentation.
* Promote construction health, safety, and environmental compliance across all site activities.
* Maintain effective working relationships with the client, contractors, authorities, agencies, and other project stakeholders.
Ideal Profile
* Degree in Civil Engineering from a recognized university.
* Minimum 15+ years of overall experience in construction supervision of infrastructure and community development projects.
* Strong experience with roads, utilities, pumping stations, and related infrastructure works.
* Recent and substantial community development project experience is required, preferably in Dubai.
* Good knowledge of Dubai NOC procedures, commissioning processes, government authority specifications, and approval procedures.
* Strong technical understanding of civil engineering standards, construction codes, project specifications, and infrastructure delivery methods.
* Experience managing consultant-side construction supervision teams on major infrastructure projects.
* Ability to coordinate effectively with clients, contractors, subcontractors, government authorities, service agencies, and project stakeholders.
* Good written and spoken communication skills with the ability to manage technical discussions and formal project correspondence.
* Strong computer skills with proficiency in relevant engineering, reporting, documentation, and project management software.
* Knowledge of construction health, safety, and environmental requirements.
* Excellent interpersonal skills with the ability to mentor staff, support teamwork, and maintain coordination across a dynamic project environment.
