Role Context
The Resident Engineer will provide senior construction supervision leadership across major roads and infrastructure works in Dubai. The position carries responsibility for coordinating project execution from active construction through commissioning, authority approvals, handover, and closeout.
The role requires strong technical judgment together with effective contract administration, change management, stakeholder coordination, and client communication. The Resident Engineer will act as a central link between Parsons, the client, contractors, subcontractors, consultants, and government authorities to keep project activities progressing in line with approved scope, schedule, budget, and quality expectations.
Strong familiarity with Dubai community development projects, NOC procedures, authority specifications, and handover requirements will be essential to maintaining smooth delivery.
Key Responsibilities
* Manage construction supervision for assigned roads, utilities, pumping stations, and community infrastructure works.
* Control the scope of engineering and construction activities across assigned project elements.
* Monitor project schedules and progress against approved delivery milestones.
* Review budget performance and identify issues that could affect planned project completion.
* Identify, document, and communicate changes in project scope.
* Manage change control processes and ensure approved changes are accurately reflected in project documentation.
* Review and approve change orders within assigned authority.
* Notify project management and affected teams of approved changes and potential impacts.
* Coordinate with government authorities and agencies to obtain approvals, clearances, and project handover requirements.
* Manage NOC coordination and follow established Dubai authority procedures.
* Liaise with authorities throughout construction, commissioning, and final handover.
* Coordinate closely with contractors and subcontractors to maintain compliance with contract requirements.
* Review contractor performance against approved deliverables, technical requirements, and project schedules.
* Review engineering and construction work to confirm compliance with applicable codes, standards, procedures, and specifications.
* Maintain oversight of construction quality and ensure unacceptable work is corrected.
* Support commissioning activities for infrastructure systems and associated services.
* Coordinate the closeout of assigned project elements and ensure outstanding requirements are completed.
* Provide regular progress updates to the client and manage expectations regarding schedule, risks, and delivery status.
* Maintain clear communication with client representatives, contractors, consultants, authorities, and other stakeholders.
* Ensure Parsons contractual rights, responsibilities, and obligations are properly maintained throughout project execution.
* Identify project risks and coordinate practical mitigation measures.
* Support construction health, safety, and environmental requirements across supervised works.
* Mentor project staff and encourage effective collaboration across the construction supervision team.
* Resolve technical and coordination issues that could delay construction or handover.
* Maintain accurate project records covering changes, approvals, inspections, authority correspondence, and completion activities.
Ideal Profile
Candidates should hold a degree in Civil Engineering from a recognized university.
A minimum of 15 years of overall professional experience is required, with substantial experience in construction supervision of roads, utilities, pumping stations, and community development infrastructure.
Recent and significant experience delivering community development projects is essential, with Dubai-based project experience strongly preferred.
Candidates must have strong knowledge of NOC procedures, commissioning requirements, and the specifications and approval processes of government authorities within the Emirate of Dubai.
Strong technical knowledge of construction standards, codes, infrastructure delivery practices, and contract requirements is required.
The successful candidate should be comfortable managing contractors, supervising multidisciplinary teams, coordinating with clients and authorities, and resolving complex construction issues.
Good written and spoken communication skills are required, along with effective computer and industry software capability.
