Role Context
The Resident Engineer will act as a key site leadership figure for AECOM, ensuring infrastructure works are delivered safely, correctly, and in line with approved project requirements. This position supports the successful completion of critical Dubai infrastructure by managing construction supervision teams, reviewing technical submissions, resolving site challenges, coordinating with local authorities, and maintaining strong control over quality, safety, schedule, and contractor performance.
Key Responsibilities
* Lead day-to-day supervision of assigned civil infrastructure works and ensure construction activities follow approved drawings, specifications, method statements, and contract requirements.
* Manage contractors, site engineers, inspectors, and discipline teams to maintain quality, safety, and progress across active work areas.
* Oversee construction activities related to stormwater drainage, sewerage treatment works, sewage treatment plants, microtunneling, deep shaft construction, and water treatment infrastructure.
* Review technical submittals, shop drawings, construction drawings, material approvals, method statements, inspection plans, and project documentation.
* Coordinate with RTA, Dubai Municipality, DEWA, and other relevant Dubai authorities for permits, approvals, inspections, NOCs, and technical clearances.
* Monitor construction progress against approved schedules and identify risks that may affect delivery, quality, cost, or safety.
* Support preparation and implementation of the Project Execution Plan, HSE Plan, and Quality Control Plan.
* Lead site meetings, technical discussions, progress reviews, and coordination sessions with clients, consultants, contractors, and authority representatives.
* Resolve construction issues, technical conflicts, interface problems, and site constraints through practical engineering judgment.
* Review contractor claims, variation requests, change orders, and scope-related matters in coordination with project leadership.
* Maintain accurate records of inspections, site instructions, progress updates, correspondence, non-conformances, and corrective actions.
* Guide junior engineers and inspectors, review their work, and support consistent supervision standards across the project.
* Ensure testing, commissioning, closeout documentation, handover requirements, and final inspections are completed properly.
Ideal Profile
* Bachelor’s Degree in Civil Engineering or a related engineering discipline.
* Master’s Degree in Engineering is preferred.
* Professional Engineering license, Chartered Engineer status, PE, CEng, or equivalent certification is an advantage.
* Minimum 20 years of post-graduate experience in design and site supervision of major infrastructure projects.
* Strong UAE project experience, especially within Dubai infrastructure environments.
* Proven background working with RTA, Dubai Municipality, DEWA, or similar local authority infrastructure projects.
* Practical experience in stormwater drainage, microtunneling, sewerage treatment, sewage treatment plants, deep shafts, and water treatment works.
* Strong understanding of construction supervision procedures, authority approval workflows, HSE requirements, quality control, and contract administration.
* Ability to lead multidisciplinary supervision teams and manage contractors in a demanding site environment.
* Strong judgment in reviewing technical documents, handling site risks, managing stakeholders, and supporting timely project delivery.
* Excellent communication, leadership, reporting, negotiation, and problem-solving skills.
