Role Context
The Resident Engineer will act as the primary on-site representative and will be fully responsible for supervision, administration, coordination, and contract management of roads and infrastructure works. The scope includes roads, stormwater drainage, sewerage, potable water, firefighting networks, irrigation, street lighting, electrical systems, ICT, telecom, gas, district cooling, traffic diversions, and related civil works.
This role requires strong command of construction supervision, contract administration, quality assurance, programme monitoring, payment certification, claim review, and multidisciplinary coordination. The Resident Engineer will lead site teams, manage contractor interfaces, support authority coordination, and ensure that project execution remains safe, compliant, properly documented, and aligned with programme requirements.
Key Responsibilities
* Act as the primary on-site representative for the project and lead daily construction supervision activities.
* Manage the site supervision team including discipline engineers, inspectors, surveyors, and support staff.
* Enforce implementation of the Project Execution Plan and ensure that project procedures are followed across all work fronts.
* Oversee construction activities for roads, wet utilities, dry utilities, structures, traffic diversions, and associated civil works.
* Coordinate interfaces between roads, stormwater drainage, sewerage, potable water, firefighting, irrigation, electrical, street lighting, ICT, telecom, gas, and district cooling systems where applicable.
* Monitor contractor resources, construction methodology, sequencing, and productivity against the approved programme.
* Identify progress risks, coordination gaps, technical conflicts, and site constraints, then implement proactive mitigation measures.
* Administer the contract in accordance with the applicable Conditions of Contract and project requirements.
* Review contractor notices, claims, technical submissions, correspondence, and contractual responses within required timelines.
* Assess and recommend Engineer’s determinations related to variations, Extension of Time claims, prolongation costs, disruption claims, and other contractual matters.
* Review interim payment applications and certify payments based on actual progress, measured works, and contractual entitlement.
* Maintain comprehensive project records to protect the Engineer’s and Employer’s contractual position.
* Issue site instructions, nonconformance reports, notices to correct, and formal correspondence where required.
* Monitor contractor compliance with programme obligations, mitigation measures, recovery actions, and performance requirements.
* Supervise roadworks including subgrade, subbase, asphalt, interlocks, kerbs, road profiles, pavement designs, and related infrastructure elements.
* Oversee stormwater drainage systems, sewerage networks, rising mains, potable water lines, firefighting networks, and irrigation systems.
* Supervise electrical works, street lighting systems, ICT and telecom infrastructure, and other dry utility installations.
* Verify compliance with approved shop drawings, method statements, inspection and test plans, specifications, and authority requirements.
* Review utility clearances, service corridors, road levels, pavement layers, testing requirements, and commissioning documentation.
* Oversee testing, commissioning, inspections, snagging, handover readiness, and completion documentation before project closeout.
* Lead quality assurance activities and ensure that nonconforming works are identified, recorded, corrected, and closed properly.
* Coordinate with clients, contractors, subcontractors, consultants, authorities, and utility service providers to resolve site and approval-related issues.
* Promote health, safety, environmental compliance, and safe working practices across all project activities.
* Prepare and review progress updates, technical reports, contractual records, quality reports, and project status summaries for senior management and the client.
Ideal Profile
* Bachelor’s degree in Civil Engineering from a recognized university.
* Minimum 15+ years of experience in construction supervision, site management, and contract administration for major roads and infrastructure projects.
* Strong experience in wet utilities, dry utilities, roadworks, traffic diversions, pavement works, and associated civil infrastructure.
* Proven ability to manage multidisciplinary supervision teams on large-scale infrastructure or community development projects.
* Strong understanding of Conditions of Contract, contractor notices, variations, Extension of Time claims, prolongation costs, disruption claims, and payment certification.
* Good knowledge of Dubai authority requirements, utility coordination procedures, inspections, testing, commissioning, and handover requirements.
* Ability to review shop drawings, method statements, ITPs, technical submissions, material approvals, progress reports, and quality documentation.
* Solid technical knowledge of road construction, utility corridors, drainage systems, water networks, firefighting systems, irrigation networks, street lighting, ICT, and telecom infrastructure.
* Strong leadership skills with the ability to guide engineers, inspectors, contractors, subcontractors, and support staff.
* Excellent written and spoken communication skills with strong capability in technical correspondence, contractual letters, and client reporting.
* Good computer literacy and ability to use project management, document control, reporting, and construction supervision software.
* Strong awareness of construction health, safety, environmental requirements, quality procedures, and site risk management.
* Ability to manage client expectations, coordinate with stakeholders, and maintain clear project communication under demanding site conditions.
