Role Context
The Resident Engineer will manage construction supervision for roads and infrastructure project elements, ensuring that engineering works, schedules, contract deliverables, quality requirements, safety standards, and project closeout activities are properly controlled. The position supports smooth execution by coordinating with authorities, agencies, contractors, subcontractors, client representatives, and internal project teams.
This role is central to maintaining project discipline, protecting consultant obligations, resolving delivery issues, monitoring progress, and ensuring that infrastructure works are completed in accordance with applicable codes, standards, procedures, and stakeholder expectations.
Key Responsibilities
* Manage the assigned engineering scope, supervision activities, project schedules, change management processes, and closeout requirements.
* Monitor construction progress to ensure project elements remain aligned with approved timelines, budget expectations, and contractual deliverables.
* Identify, document, and communicate scope changes, project risks, and delivery concerns to relevant project leadership.
* Coordinate with Dubai authorities, agencies, and service providers for approvals, inspections, clearances, and project handover requirements.
* Interface with contractors and subcontractors to support compliance with contract conditions, technical specifications, procedures, and agreed deliverables.
* Review work outputs to confirm that applicable codes, standards, quality procedures, and project requirements are being followed.
* Review and approve change orders within assigned authority and notify project management and affected personnel of approved changes.
* Manage client expectations through clear communication, periodic updates, and transparent reporting on project progress and key issues.
* Liaise with authorities to support smooth execution, final approvals, service connections, and handover of project elements.
* Ensure that Parsons’ contractual rights, responsibilities, and obligations are properly fulfilled throughout project delivery.
* Support resolution of construction, coordination, technical, and stakeholder-related issues affecting project progress.
* Guide site teams, engineers, inspectors, and supervision staff to maintain consistent quality, safety, and reporting standards.
* Promote compliance with construction health, safety, and environmental requirements across project activities.
* Maintain effective coordination between client representatives, contractors, consultants, authorities, and internal project disciplines.
* Support mentoring, team communication, and performance alignment across the construction supervision team.
Ideal Profile
* Degree in Civil Engineering from a recognized university.
* Minimum 15 years of post-graduate experience in supervision and construction management of major infrastructure projects.
* Strong background in roads infrastructure, with preferred experience in bridges, utilities, and related civil works.
* GCC project experience is preferred, especially in consultant-led construction supervision environments.
* Strong technical knowledge of civil engineering standards, construction codes, project specifications, and infrastructure delivery procedures.
* Experience coordinating with clients, contractors, subcontractors, authorities, and public agencies.
* Ability to manage construction supervision teams, monitor progress, review deliverables, and support timely project closeout.
* Good understanding of contract administration, change management, approvals, handover procedures, and stakeholder reporting.
* Knowledge of construction health, safety, and environmental requirements.
* Good computer skills with proficiency in relevant engineering, reporting, and project management software.
* Strong written and spoken communication skills with the ability to manage technical discussions and project correspondence.
* Excellent interpersonal skills with the ability to mentor staff, support teamwork, and coordinate effectively in a dynamic site environment.
