Role Context
The Resident Engineer - Stormwater will oversee the construction supervision and delivery of major stormwater, roads, and infrastructure works across Abu Dhabi Emirate. The role carries direct responsibility for site coordination, inspection leadership, technical compliance, documentation control, contractor communication, progress monitoring, quality performance, HSE oversight, and support for contract administration. By guiding site engineers, inspectors, surveyors, contractors, and project stakeholders, the Resident Engineer helps protect project quality, reduce construction risk, and support successful handover of critical public infrastructure.
Key Responsibilities
* Lead and supervise Site Engineers, Inspectors, Surveyors, and other site supervision personnel assigned to stormwater, roads, and infrastructure works.
* Act as the Engineer\'s representative during construction and ensure site activities are executed in accordance with the contract documents.
* Manage daily site coordination with the contractor, subcontractors, consultants, client representatives, design teams, and relevant authorities.
* Monitor and inspect construction works to verify compliance with approved drawings, specifications, method statements, quality requirements, and authority standards.
* Issue site instructions and corrective directions for non-conforming works, unsuitable materials, defective equipment, unsafe practices, or poor workmanship.
* Review shop drawings, method statements, RFIs, material submissions, inspection records, test reports, and as-built drawings.
* Support contract administration by advising on variations, claims, payment applications, progress measurement, and contractor performance matters.
* Track construction progress against approved schedules and report actual performance, delays, risks, recovery actions, and key site constraints.
* Maintain accurate site records, daily reports, meeting notes, correspondence, progress documentation, and technical records.
* Chair and participate in site meetings, ensuring action items, technical decisions, approvals, and stakeholder communication are followed up properly.
* Coordinate with design teams to resolve technical queries, design conflicts, field changes, and constructability issues.
* Ensure that stormwater drainage systems, road works, civil structures, utilities, and associated infrastructure interfaces are delivered to required standards.
* Review safety reports, HSE observations, incident records, near misses, and contractor safety performance to support a safe construction environment.
* Enforce HSE procedures across site activities and promote safe working practices among contractors and supervision teams.
* Participate in quality assurance, statistical quality control practices, testing procedures, inspections, and close-out processes.
* Support project delivery by maintaining timely communication, disciplined documentation, and practical resolution of site and contractual issues.
Ideal Profile
* Bachelor\'s degree in Civil Engineering.
* Minimum 15 years of post-graduate experience in design, construction supervision, and management of major roads, stormwater, and infrastructure projects.
* Strong technical knowledge of stormwater drainage systems, road infrastructure, civil works, utilities coordination, construction methodologies, and site supervision practices.
* Proven ability to lead supervision teams including Site Engineers, Inspectors, Surveyors, and technical support staff.
* Good understanding of contract administration, contractor management, construction claims, variations, payment reviews, and project correspondence.
* Strong knowledge of quality assurance procedures, statistical quality control practices, inspection workflows, and construction documentation.
* Ability to review technical submissions including shop drawings, RFIs, method statements, material approvals, test reports, and as-built documentation.
* Experience coordinating with clients, contractors, consultants, design teams, municipalities, utility providers, and government authorities.
* Proficiency in engineering software, construction management systems, reporting platforms, and standard computer applications.
* Strong communication, leadership, reporting, negotiation, and problem-solving skills.
* Professional Engineer, Chartered Engineer, or equivalent professional certification is preferred.
* Safety-focused and quality-driven approach with the confidence to manage complex site conditions and multidisciplinary project requirements.
