Role Context
The Resident Engineer - STP Projects will lead construction supervision for major infrastructure and water-related projects in Dubai, with a strong focus on sewage treatment plants, existing sewerage treatment works, roads-related construction interfaces, technical compliance, contractor performance, and client communication. The role carries full site leadership responsibility across time, cost, quality, safety, documentation, engineering coordination, and project administration. This position is critical for keeping complex works aligned with specifications, approved programs, authority expectations, and client objectives.
Key Responsibilities
* Lead the delivery of assigned construction packages while managing time, cost, quality, safety, and technical performance.
* Supervise contractors to ensure all works are constructed according to approved specifications, drawings, quality standards, and milestone dates.
* Manage and direct the supervision team responsible for daily inspections, site monitoring, technical checks, and progress verification.
* Maintain strong safety awareness across the project and ensure contractors meet their health, safety, and environmental obligations.
* Resolve technical, construction, coordination, and site execution issues quickly to protect project progress and quality.
* Present project progress, package risks, site issues, and action plans to the client team in a clear and professional manner.
* Represent the company in client meetings, technical discussions, progress reviews, coordination meetings, and project leadership sessions.
* Negotiate changes to scope of work with the client, contractors, and key subcontractors where required.
* Follow up on project instructions, commitments, correspondence, decisions, and agreed actions to ensure timely closure.
* Establish and implement the Project Execution Plan, Health and Safety Plan, Quality Control Plan, and related project management documents.
* Define program requirements for project areas and monitor the performance of site staff against delivery expectations.
* Plan, direct, supervise, and control technical, fiscal, administrative, and site execution functions across the project.
* Assign responsibilities to key team members according to discipline expertise, project priorities, and site requirements.
* Review construction programs, specifications, cost estimates, engineering deliverables, technical submissions, and contractor proposals.
* Provide engineering and construction management input for roads-related works and associated infrastructure interfaces.
* Review and check technical deliverables to confirm compliance with project scope, contract obligations, and authority requirements.
* Conduct internal weekly meetings to review project status, identify risks, track deliverables, and agree practical action items.
* Provide performance feedback and development guidance for subordinates and supervision team members.
* Support project administration, reporting, claims awareness, documentation control, and contract-related coordination.
* Perform additional engineering, leadership, and project supervision responsibilities as required for successful project delivery.
Ideal Profile
* Bachelor’s degree in Civil Engineering or another relevant engineering discipline.
* Minimum 20 years of post-graduate experience in design, site supervision, construction management, and engineering delivery.
* Strong UAE experience is essential, with proven project exposure in Dubai.
* Demonstrated experience with existing sewerage treatment works in Dubai.
* Practical background in the design and construction of sewage treatment plants within the UAE or wider region.
* Dubai Municipality STP project or water treatment plant project experience is highly preferred.
* Engineering chartership will be an advantage.
* Strong understanding of Dubai authority procedures, standards, approvals, and infrastructure project requirements.
* Proven ability to lead contractors, consultants, inspectors, engineers, site teams, and client-facing project functions.
* Broad engineering background with the ability to understand civil, structural, infrastructure, utility, water, and site execution interfaces.
* Strong capability in technical deliverable review, construction program assessment, specification review, and cost estimate checking.
* High level of safety leadership with the ability to enforce HSE expectations across contractor operations.
* Strong communication, negotiation, reporting, decision-making, and team leadership skills.
* Ability to manage complex site issues, client expectations, project risks, and multidisciplinary coordination under demanding project conditions.
