Role Context
The project combines local civil infrastructure with electrical installations, communication networks, traffic-monitoring technology, and centralized intelligent transportation system integration.
Key Responsibilities
* Lead daily construction supervision and verify progress against the approved delivery program.
* Direct specialists, engineers, inspectors of works, quantity surveyors, and other assigned personnel.
* Oversee procurement, execution, installation, testing, and completion of the traffic-monitoring package.
* Coordinate civil, electrical, communication, and technology workstreams.
* Manage the integration of field infrastructure with the Central ITS Management System.
* Ensure that construction activities meet contractual requirements, technical standards, budget controls, and quality expectations.
* Review technical submissions, shop drawings, method statements, and contractor documentation.
* Evaluate system designs, configurations, constructability, and proposed deployment methods.
* Monitor testing and commissioning activities and confirm that integration requirements are achieved.
* Coordinate contractors and nearby construction projects to prevent interface conflicts.
* Review technical and financial proposals and provide substantiated recommendations.
* Maintain health and safety performance and enforce environmental protection requirements.
* Identify risks involving construction, communications, systems integration, approvals, and scheduling.
* Develop practical mitigation measures and resolve technical issues before they affect key milestones.
* Coordinate with the client, project management consultant, contractor, authorities, and statutory bodies.
* Support applications for permits, consents, licences, and other regulatory approvals.
* Monitor project resources and confirm that staffing and equipment remain sufficient.
* Maintain clear communication among project teams and external stakeholders.
* Prepare reports addressing progress, cost, risks, quality, safety, technical matters, and pending decisions.
Ideal Profile
Candidates must hold a bachelor\'s degree in civil engineering or a related discipline from an accredited university. A minimum of ten years of post-graduate experience is required, including seven years in a managerial or technical leadership capacity on major infrastructure projects in the United Arab Emirates.
Direct experience with intelligent transportation systems is essential. Applicants should have contributed to system design, configuration, integration, deployment, testing, or commissioning on comparable infrastructure projects.
The position requires proven construction management ability and experience evaluating constructability, technology deployment, and technical and financial proposals. Knowledge of Dubai regulations, statutory approvals, project risk management, and fast-track delivery will be highly valuable.
Fluency in spoken and written English is mandatory, including strong technical writing capability. Arabic language skills will be an advantage.
